2016 Street Improvement Program
The 2016 SIP consists of work at 22 locations throughout the City and includes sidewalk repairs, curb and gutter repairs, walking path upgrades, intersection rehabilitation's, roadway patching and addition of turning lanes.

“With a large number of improvement projects planned this season, we are asking for the patience and cooperation of Lloydminster and area motorists as we complete this important work,” said Terry Burton, Director of Planning and Engineering. “We also ask that drivers exercise a high level of caution near work-sites to ensure the safety of workers and other drivers in these areas.”

Arterial Intersection Upgrades
25 Street and 50 Avenue  Addition of westbound right turn lane
29 Street and 50 Avenue  Addition of southbound right turn lane

Seasonal work for the 2016 SIP is expected to conclude in late September 2016.

Affected residences and businesses will be notified of any work in their neighbourhood. Signage will be posted near the affected streets and intersections to notify motorists of construction. Motorists are advised that reduced traffic lanes, detours, barriers and temporary road closures will be in effect, pending the stage of road construction at key streets and intersections. Motorists are reminded to allow extra time for travel, to slow down when driving in construction zones and obey all signs, detours and barriers.

Lloydminster streets are evaluated annually for needed repairs and upgrades. Annual maintenance and upgrading is an important part of improving the safety and extending the life of the City’s roadways.


2015 Street Improvement Program
The City of Lloydminster 2015 Street Improvement Program is underway, addressing upgrades and maintenance needs on city streets. The 2015 Street Improvement Program began on Friday, July 24, 2015 and is expected to be complete before the end of the 2015 construction season.

The 2015 program includes surface work in the following areas:
39 Street – 66 to 70 Avenue
• Alberta Crescent (lane grading)
• 38 Street – 47 to 50 Avenue east service road
• 50 Street – 46 to 47 Avenue
• Intersection of 50 Street and 51 Avenue
• Intersection of 47 Street and 55 Avenue
• 53 Avenue – 62 to 63 Street
• 70 Avenue – 44 Street to 150 metres north of 41 Street

The 2015 Trail and Sidewalk Improvement Program, running in conjunction with the 2015 Street Improvement Program, includes trail construction in the following areas:
• South of College Park School (connecting to the existing trail network)
• Adjacent to 70 Avenue – 44 Street to 150 metres north of 41 Street

Additionally, the following project for the Community Services department has been included as part of the 2015 Street Improvement Program tender:
• Fire Hall No. 1 – East parking lot grading and rehabilitation

Background
Approved during the regular council meeting on Monday, May 25, 2015, the 2015 Street Improvement Program contract was awarded to E Construction Ltd. Total cost of the program is approximately $2.1 million. Roadways in Lloydminster are evaluated every year for repairs and preventative maintenance.


2014 Street Improvement Program

The Street Improvement Program is an annual program that consists primarily of milling existing road surfaces, asphalt concrete pavement overlays, miscellaneous concrete curb and gutter and sidewalk repairs, and miscellaneous roadway patching and repairs. The selection of these roadways is based on the City's asset management program, Municipal Pavement Management Application. These locations are subject to change upon the preliminary field investigation and preparation of detailed cost estimates.

The proposed locations identified for the 2014 Street Improvement Program are:
  • Top lift of asphalt in Parkview Estates Phase 4 Stage 3 or Stage 4.
  • Intersection at 48 Street and 51 Avenue
  • Top lift of asphalt on 50 Avenue Service Road between 60 Street and 62 Street
  • Intersection of 36 Street and 65 Avenue
  • 47 Avenue from 47 Street to 50 Street
  • Top lift of asphalt in Hill Industrial on 63 Avenue from 51 Street to 56 Street


2013 Street Improvement Program
The 2014 work involves the completion of the intersection at 57 Street and 50 Avenue and the mid-block lane rehabilitation between 49 Street and 50 Street, as well as 51 Avenue 52 Avenue. Deficiency repairs will also be completed.

The following streets and intersections that have experienced major deterioration over the winter season will be repaired with the 2013 Street Improvement Program:
  • 50 Avenue from 13 Street to 25 Street
  • 50 Avenue from 36 Street to 43 Street 
  • Intersection of 57 Street and 50 Avenue 
  • Intersection of 52 Street and 49 Avenue 
  • College Drive between 36 Street and 25 Street

Crews will complete concrete work, milling, paving and line-painting in stages. The 2013 Street Improvement Program also includes the following areas:
  • Mid-Block Back Lane Rehabilitation between 49 Street and 50 Street from 51 Avenue to 52 Avenue
  • 57A Avenue between 35 Street and 34 Street
  • 35 Street between 57A Avenue and 58 Avenue
  • 58 Avenue between 35 Street and 34 Street
  • 34 Street between 58 Avenue and 57B Avenue
  • 58 Avenue between 30 Street and 34 Street
  • Intersection of 49 Street and 48 Avenue 
  • Intersection of 47 Street and 48 Avenue 
  • Intersection of 43 Street West of College Drive 
  • Intersection of 33 Street and 61 Avenue 
  • Intersection of 50 Street and 48 Avenue

44 Street Rehabilitation & Overlay

The City will repair deficiencies on 44 Street to complete the 44 Street Rehabilitation & Overlay project. To date the following work has been completed since 2012:
  • Asphalt concrete pavement overlay of 44 Street between 50 Avenue and 62 Avenue;
  • Reconstruction of 44 Street from 45 Avenue to 50 Avenue;
  • Installation of sections of 300-mm diameter PVC water main, 200-mm diameter PVC sanitary sewer main, 450-mm to 1,500-mm diameter concrete storm main, 200-mm diameter PVC sanitary sewer removal;
  • Replacement of existing concrete curb/gutter/sidewalks;
  • Reconstruction of the asphalt pavement structure between 45 Avenue and 50 Avenue; and 
  • Line painting between 45 Avenue and 50 Avenue along 44 Street was completed utilizing inlaid thermoplastic.


49 Avenue / 60 Street to 62 Street
The project consists of designing and constructing 49 Avenue roadway improvements from south of 60 Street to south of 62 Street. 49 Avenue is proposed to be constructed to a two-lane undivided urban roadway from a green field condition. Other improvements include mill and overlay of existing pavement, drainage improvements, utility relocations and modifications. The City is planning to implement the Local Improvement process for this project in order to cover overall costs, of which the process details are currently being finalized. The project is slated for completion in 2014.
