Traffic Calming: Background
In 2013, ISL Engineering and Land Services was contracted to complete the Traffic Calming Study for Parkview Estates. As part of the study, ISL also performed a license plate survey along the perceived shortcutting routes in Parkview Estates.

The license plate survey results include:
  • 60 per cent of both northbound and southbound traffic on 70 Avenue was found to be shortcutting; 
  • 27 per cent of westbound and 45 percent of eastbound traffic on 36 Street, west of 62 Avenue, was found to be shortcutting; and
  • the amount of shortcutting traffic on 66 Avenue was found to be negligible.

Travel time data gathered as part of the study showed the shortest travel times from 62 Avenue (south of 36 Street) to 44 Street (Highway 16) commercial area are along the non-shortcutting routes, including 62 Avenue and 44 Street. The difference between the shortest and longest observed travel times is just over one minute.

Conducted in February 2014, more than 660 residents responded to the Traffic Calming Survey and shared their feedback on traffic calming measures in general as well as traffic in the Parkview Estates neighbourhood. The findings of the Traffic Calming Survey were used to help create the traffic calming plans for the Parkview Estates neighbourhood.

In March 2014, the City hosted a public information evening to share the input gathered from the community via the Traffic Calming Survey and to present the traffic calming options for Parkview Estates.

Traffic Calming in Lloydminster
In late April 2015, the City of Lloydminster installed seven (7) temporary flat-topped speed tables in Parkview Estates. The initial phase of this project was a pilot program, aimed at gaining knowledge of traffic patterns and resident concerns with respect to shortcutting

A follow-up license plate survey was completed on June 10, 2015. This survey found that percentage of shortcutting traffic in the “outbound” (70 Avenue to 36 Street) has reduced significantly while shortcutting traffic in the “inbound” (36 Street to 70 Avenue) has decreased noticeably on 70 Avenue, but stayed consistent on 36 Street. Due to the high observed percentages of shortcutting vehicles on 36 Street and 70 Avenue in 2013, this route has been the focus of the strategic traffic calming initiatives; however, data was also collected along 66 Avenue. The following has been observed based on the results of the shortcutting survey:

On 36 Street 
  • Eastbound shortcutting traffic decreased substantially (from 45.3% in the past to 24.5% presently)
  • Westbound shortcutting traffic remained constant (27.4% in the past to 27.8% presently)

On 70 Avenue 
  • Southbound shortcutting traffic decreased substantially (from 60.6% in the past to 25.7% presently)
  • Northbound shortcutting traffic went down noticeably (from 58.6% in the past to 41.9% presently)

On 66 Avenue 
  • Southbound shortcutting traffic remained constant (from 2.5% in the past to 3.0% presently), which translates to one additional vehicle in the peak hour
  • Northbound shortcutting traffic increased slightly (from 0.9% in the past to 8.9% presently), which translates to an additional 10 vehicles in the peak hour

Traffic volume data, collected both before the installation of the speed tables, and again on June 9, 2015, shows the same trend in overall traffic volumes along these roadway with a larger decrease in the “outbound” directions (southbound 70 Avenue and eastbound 36 Street) and a lesser decrease in the “inbound” directions (westbound 36 Street and northbound 70 Avenue). Given the available information, we conclude the following:

The speed tables significantly reduced shortcutting from 70 Avenue to 36 Street. In the PM peak hour the shortcutting volumes reduced by around 120 vehicles.

The speed tables did not have a significant impact to shortcutting in the opposite direction, from 36 Street to 70 Avenue.

The speed tables did not significantly change shortcutting between 66 Avenue and 36 Street in either direction.

Traffic Calming Implementation
"The Parkview Estates traffic calming measures are outlined in detail in the Traffic Calming Study and Policy Report, which was created utilizing community feedback and the data from the Traffic Calming Survey in 2014. The following map was created and temporary speed tables were placed in the locations shown:

A resident survey was conducted late July to early August and approximately 70% of the residents on the short-cutting route were in favour of a permanent solution. After extension public consultation before and after the implementation of temporary speed tables and further review by Engineering Services, the plan was revised. The revised plan includes one-speed table on 70 Avenue, three on 39 Street, and a raised crosswalk on 36 Street. Since 39 Street was identified to be rehabilitated in the 2015 Street Improvement Program, the permanent plan was included during existing work to limit the impact to residents due to construction. The plan can be seen below:

The traffic calming measures that will be utilized to enhance neighbourhood liveability include:

Traffic Signal Timing
Significant short-cutting traffic has been found to travel through Parkview Estates, from 36 Street to 70 Avenue, to and from the commercial area on 44 Street (Highway 16). By updating traffic signal timing at key intersections, motorists are encouraged to remain travelling on the City’s arterial roads. The following intersections now have updated traffic signal timing plans:

  • 36 Street and 62 Avenue;
  • 44 Street (Highway 16) and 62 Avenue;
  • 44 Street (Highway 16) and 66 Avenue;
  • 44 Street (Highway 16) and 70 Avenue; and 
  • 44 Street (Highway 16) and 75 Avenue.

These traffic signals were reviewed and updated in the fall of 2014 with the intent to improve traffic operations north of the intersection of 36 Street and 62 Avenue, and to reduce delays for left turns from the intersections on 44 Street into commercial areas. After further review, it was found in August of 2015 that there were issues with the detection cameras that were affecting the signal timing plans. This was rectified late-August of 2015.

Curb Bump-Outs
The curb bump-outs in Parkview Estates will maintain 6.5m width between the edges of the curbs to allow two-way traffic to be maintained.

Speed Tables
Seven temporary flat-topped speed tables were installed in Parkview Estates in April 2015 at the following locations:

  • One location along 70 Avenue;
  • Four locations along 39 Street; and 
  • Two locations along 36 Street.

Speed tables are installed to deter short-cutting traffic from driving through the neighbourhood. In the above final implementation plan, it can be seen that the number and location of the speed tables were changed from what was installed temporarily. A raised crosswalk was added, which is essentially a speed table that is wide enough to allow pedestrians to walk on it. This increases pedestrian safety and also fulfils the function of a speed table.

The traffic calming implementation plan for Parkview Estates includes “Traffic-Calmed Neighbourhood” signs to signal the traffic calming measures that are in effect in the neighbourhood. A “Local Traffic Only” sign will be installed in conjunction with a left-turn sign, at the northbound left-turn lane at the intersection of 36 Street and 62 Avenue.

In 2015, Engineering Services will develop a Traffic Calming Policy and subsequent procedure for providing a rationale to warrant new traffic calming studies. The policy will also outline the procedure for executing traffic calming measures when warranted.

The draft Traffic Calming Policy presented in the Traffic Calming Study and Policy Report will be the basis for this work, which will be refined to apply to the City of Lloydminster:

The final Traffic Calming Policy is expected to be shared with City Council later in 2015.
