Legislative Services
The Legislative Services Department’s primary function is to ensure that proper legislative process is being followed by the City and our Council, as well as being responsible for the following:

  • City Clerk’s Office
  • Maintains and safeguards the records of the City of Lloydminster
  • Prepares and manages minutes and agendas for all meetings of City Council
  • Prepares and revises bylaws as directed by City Council.
  • Supervises all municipal and school board elections and by-elections, and acts as the Returning Officer
  • Administers Freedom of Information and Protection of Privacy Act (FOIP), including receiving FOIP requests
  • Conducts the municipal census
  • Works with the Province of Alberta and the Province of Saskatchewan with regard to the Lloydminster Charter

Code of Conduct Bylaw

The Code of Conduct Bylaw was approved at the April 25, 2016, Regular Council Meeting.

Administration drafted the Code of Conduct taking into consideration resident feedback, best practices, and what is required to meet the unique needs of the City of Lloydminster. Of note, the most significant changes to the Code of Conduct are as follows:

  • The Code of Conduct is now in the form of a bylaw;
  • It now contains provisions for a cooling off period; 
  • There is now an avenue for which complaints under the Code are dealt with; and
  • Includes the ability for sanctions in the event it is determined that a breach has occurred.

Both the Municipal Government Act and the Cities Act are undergoing amendments to their regulations that will now require a mandatory Code of Conduct for Elected Officials and enhance municipal accountability and transparency. Administration continues to remain apprised of these changes to ensure our policies remain aligned with provincial legislation.


Note: Council of the City of Lloydminster adopted an updated Procedure Bylaw (Bylaw 24-2015) on June 25, 2015. The bylaw stipulates that City Council approve the dates of the regularly scheduled City Council meetings for the upcoming year by October 31 of the current year.
