Municipal Development Plan (MDP)

The Municipal Government Act (MGA) as amended states that the Province of Alberta requires all municipalities to develop and adopt a Municipal Development Plan (MDP). The intent of the MDP is to guide growth and development within the City of Lloydminster for a 20 year span.
The MDP outlines the following:
- Direction for the development of Area Structure Plans and Area Redevelopment Plans
- Guidelines for the organization and implementation of the Plan
- Directs that all other City of Lloydminster Plans align with the MDP
- Policies for the future use of land
- Addresses the community context and emerging trends
- How growth will be directed to improve the quality of urban life
- Policies for integrating transportation and land use planning
- City's land use objectives and the policies for implementing them
The Lloydminster Charter, which was adopted in 2013, directs that Part 17 of the Municipal Government Act would be the legislation for land use planning and development in the City. The Charter gave City the power to enact Section 632(1) of the MGA to create the MDP. The MDP also provides guidance for the development of our Land Use Bylaw (LUB).
The Municipal Government Act (MGA) is the provincial legislation that enables municipal councils in Alberta to adopt an Area Structure Plan (ASP), which provides the policy framework for implementing the City's vision for the orderly development of lands. It provides policies and guidelines for the future subdivision and development of an area of raw land within the City.

Area Structure Plans |
The City of Lloydminster's ASP (ASP) Policy makes it mandatory to obtain an approved ASP prior to the subdivision and development of up to one quarter-section of land. Where the parcel is not up to a quarter-section, an applicant can work with other land owners to meet this requirement and jointly prepare an ASP.
Purpose of an Area Structure Plan |
The purpose of an ASP is to refine policies contained in the Municipal Development Plan (MDP) and provide a detailed framework for development in a specific area of the City. In accordance with the Municipal Government Act (MGA), an Area Structure Plans must include:
- proposed sequence of development for the area;
- proposed land uses;
- density of population;
- location of major transportation routes and utilities; and
- others matters Council considers necessary,
ASP's must be consistent with the MDP. If a proposed Area Structure Plan deviates significantly from the intent of the MDP, an amendment to the MDP would be required prior to adoption of the ASP. Persons preparing an ASP for submission to the City of Lloydminster must pay particular attention to relevant policies established under the Municipal Development Plan.

Terms of reference for the preparation of the Area Structure Plan |
Developers will be provided with the City's Guidelines for the Preparation of Area Structure Plan or Outline Plan. The Guidelines establish the processes and information requirements for the preparation of an Area Structure Plan (ASP) in City of Lloydminster. Developers and consultants must follow the guidelines provided in the Guidelines to ensure that all required information is contained in the proposed plan and that all issues have been addressed. |
Content of an Area Structure Plan |
An Area Structure must contain baseline/background information, detailed planning analysis of the site to be developed, detailed development concept, site and the proposed land use concept maps, and appendices. Formatting of an ASP is not required to strictly follow the outline provided in the Guidelines for the Preparation of Area Structure Plan; however, all required information identified in the Guidelines must be covered in the Area Structure Plan. Generally speaking, the content of an Area Structure should include the following:
- Municipal and provincial policy context
- Background and site specific information
- Development concept
- Detailed statement addressing compliance with the Municipal Development Plan
- Proposed land use concept map
- Site conditions, topography and development constraints
- Servicing reports
- Utility infrastructure servicing and capacities
- Transportation, access and public transportation servicing
- Public service infrastructure
It may also include:
- Archaeological and historical sites assessment
- Environmental reviews and geotechnical reports

Implementation

Once an application for the approval of an ASP is accepted and processed by the City, an ASP Bylaw will be prepared for adoption by City Council. The bylaw and accompanying plan will be presented to Council as outlined in the MGA.
For most applications, the consultants retained to prepare the Area Structure Plan may be required to make a formal presentation to Council. City staff may also request that additional graphics and supplementary information be provided to assist in presenting the Plan to council.

Martin Browne Area Redevelopment Plan (MBARP)
|
The Martin Browne Area Redevelopment Plan (MBARP) provides both short term and long term implementation goals for the redevelopment of the area. As a former school yard, the area contained a number of recreational opportunities such as a baseball diamond, outdoor basketball court, playgrounds, indoor and outdoor arenas, outdoor pool and plenty of green space adjacent to numerous residential establishments.

Downtown Area Development Plan (DARP)
|
The Downtown Area Redevelopment Plan (DARP) is intended to serve as the impetus and catalyst for stimulating the development of the downtown core and for guiding the direction and momentum of the City's rejuvenation.
