Administration Presentations
1. The City of Lloydminster’s Procurement Officer presented the 2019 Quarter 1 Procurement Update. The Procurement and Purchasing Policy requires that the Procurement Officer report all procurement activity that is $75,000 or greater to Council on a quarterly basis. The Quarter 1 update included procurement from Recreation and Cultural Services, Economic Development, Planning and Engineering, Transportation and Environmental Services. There was one Urgency Change Order for Planning and Engineering included in this update. The Committee accepted this report as information.
2. The City of Lloydminster uses several group purchasing programs to help reduce procuring timelines and costs. To secure the goods and services at the best value, Administration will be comparing all group purchasing programs prior to each purchase being completed. In accordance with the Procurement and Purchasing Policy, all purchases valued at $200,000 or more will continue to be brought forward to Council for approval.
The use and participation in these programs will be posted publicly on the City of Lloydminster’s Bids and Tenders website. Suppliers will have the opportunity to place bids with these purchasing programs, as their methods are for public bidding. The Committee accepted this report as information.
3. Council approved a Fire Services Operational Review on February 11, 2019 and awarded the work to Dillon Consulting. Dillon Consulting advised Administration that a broader examination of the Fire Services through a Master Plan would better inform and assist in future decision making.
The Committee directed Administration to bring forward an item to Council for decision, to widen the scope of the Fires Service Operational Review to allow for the completion of a Comprehensive Fire Services Master.
The additional costs to increase the scope of work to a Comprehensive Fire Services Master Plans would be an additional $60,432 for a total cost of $109,870 with the additional funds being reallocated from projected Capital savings.
4. On September 24, 2018 Council approved the subdivision and sale of 51.08 acres to the Lloydminster Agricultural Exhibition Association (LAEA) for total purchase package valued at $2,300,000. As per the Land Sales Agreement the sale was conditional on LAEA receiving the Community Facility Enhancement Program (CFEP) Large Funding Stream Grant on or before April 01, 2019.
The LAEA was not successful in their application, and is requesting a one-year extension to re-apply for CFEP funding and the Land Sales Agreement.
The consolidation of the lands through this subdivision and sale to the LAEA will streamline land agreements and Administrative obligations between both parties.
The Committee directed Administration to bring the Land Sales Agreement Extension to Council for decision. Administration will draft an Agreement Amendment to present to Council for approval.
Please note: Agenda item Draft Downtown Area Redevelopment Plan was removed from the agenda package and will be brought forward at a future Governance and Priorities Meeting.
