  • Exercises all discretionary powers of the City, both legislative and executive, and has complete control over the city administration; exercising this control exclusively through the City Commissioner.

  • Determines how much shall be spent and for what purposes.

  • Determines what city taxes shall be levied.

  • Determines City policies and sets standards.

  • Approves contracts, purchases and agreements.

 City Manager:

  • City Council employs the City Commissioner to carry out Council policies and to serve as chief administrative officer for the City.

  • Manages the City's business and carries out the Council's plans and orders by coordinating the work of all the City's departments and employees.
  • Enforces City bylaws and applies Council policies.
  • Expends funds authorized by City Council in the budget.
  • Recommends to Council on legislation, financial programs, capital improvements, policies, employment, services, and other matters as requested.
  • Keeps the Council informed of the City's business and financial condition.
  • Appoints, suspends, or removes City employees under his jurisdiction.
  • Investigates and acts on complaints.

 Senior Director Corporate Affairs: Tom Lysyk

  • Duties of the City Clerk are carried out by the Senior Director of Corporate Affairs.

  • Is Council's recording secretary.
  • Prepares Council Agenda.
  • Keeps Council Minutes, and other official documents on file.
  • Receives communications for Council consideration.
  • Supervises preparation and distribution of Municipal Bylaws and the City Charter.
  • Supervises all Municipal and special Elections.
  • Furnishes the public with general information pertaining to City Government.

To assist Council in forming policy and making law, the following standing committees have been established to consider and recommend to Council on matters within their specific field:

  •   Corporate Services

  •   Planning and Public Works  
  •   Parks and Recreation

The Council Agenda

Prepared in Advance:

Items to be considered by Council are listed on the agenda. Because there are so many matters for Council to consider, the agenda is prepared in advance so that Council may have time to consider these items. If you have an item for Council consideration, the agenda deadline is 12:00 noon on the Friday prior to Council Meeting. Council meetings are regularly scheduled for the first and third Monday of every month. If you have an item which requires consideration by one of the Standing Committees, the item must be submitted at least one week prior to the date of the Council Meeting.

Citizen Participation:

At Council meetings, those who wish to be heard on matters on the agenda are urged to inform the City Clerk prior to the meeting as to the item in which they have an interest. When called, participants are asked to come forward, give their name and address, and speak to the subject under discussion.

Experience shows that many matters could have been handled faster if they had been taken up directly with the department providing the service rather than at Council Meetings. Please consult the listing of services.

If you wish to make a suggestion or complaint, contact the head of the department which handles the service or work concerned. If you are not sure which department to call or if you think your matter is not handled properly, please call the City Commissioner's office.
