Annexation is the change in jurisdiction from one municipality to another but it does not change ownership rights. It also does not always lead to immediate development. The annexation process begins when one municipality proposes annexation to another municipality. The respective Provincial Authority will direct the process and make a recommendation on the annexation to the approving Minister for the Province in which the application is made.
The aim of annexation is to:
- Create a balanced economy;
- Attract new investments and residents;
- Maintain and expand services; and
- Ensure a sustainable region.

Comprehensive Growth Strategy Update |

The goal of the City of Lloydminster's annexation proposal is to obtain the land needed to meet its 50-year growth needs. The process involves determining the service and financial commitments needed to develop the lands requested in an annexation application. The new Comprehensive Growth Strategy Update will replace the 2013 Comprehensive Growth Strategy. The Growth Strategy Update helps to create a foundation to pursue annexation and to engage in annexation negotiations. |
