Development Agreements are required at any time that a Developer is constructing Municipal Improvements (such as roads, water and sewer utility lines, or traffic signals) which will become the property of the City. The Development Agreement defines the obligations and commitments of both the Developer and the City, such as the requirements for security, insurance, offsite levies, dedication of municipal reserve land for park spaces, and maintenance following construction.
Development Agreements can be entered into as a condition of subdivision approval or a development permit.
