To enhance the delivery of fire protection services in our community, fire lockboxes on select properties and businesses within the City of Lloydminster are now required under the Fire Services Bylaw (Bylaw No. 28-2020). These changes went into effect in January 2021.
What is a fire lockbox?
A lockbox provides emergency responders quick access to a building. They must contain all keys or devices required to access the building and the fire/life safety systems. All keys and devices must be attached to a key ring and their use is indicated by an attached tag. Lockboxes need to be installed on the exterior wall of the building within close proximity to the principal entrance.
What are the benefits?
While this program is a requirement under the Fire Services Bylaw (Bylaw No. 28-2020) there are many benefits to including a lockbox as part of your fire safety plan:
- Provides the Lloydminster Fire Services with access to your building during incident response.
- Helps prevent forced entry through doors and windows to your building during incident response.
- Decreases incidences of operational issues, such as keys stored inside jamming the exposed lock mechanisms.
- Removes reliance on power supply or batteries.
Am I required to install a lockbox?
Maybe.
Under Section 8.6 of the Fire Services Bylaw (Bylaw No. 28-2020), the bylaw states a lock box shall be installed and provided with keys and appropriate devices if the building is equipped with:
- A fire alarm system where:
- it’s control features, including emergency voice communication systems, are located behind a locked pane.
- manually operated devices require a key or device to be reset.
- the electrical circuit breaker is situated in a locked panel or room.
- An automatic sprinkler system where the main control valve is locked in the open position or if it’s located within a locked room or enclosure.
- Firefighting standpipe and water supply connections that are in a locked room or area;
- A key-operated elevator control feature permitting exclusive use of elevators by firefighting personnel or that will switch selected elevators to operate on emergency power.
- Stairway doors that are locked on the stairway side.
- Roof access doors that are locked.
If you answered ‘yes’ to any of the above statements, your building or place of business is required to have a secured lockbox that holds the following keys:
- Access to the exterior of the building
- Mechanical room
- Sprinkler system
- Alarm panel
The only personnel who will have access to your company’s lockbox is the Lloydminster Fire Department.
