Lloydminster, AB/SK – The City of Lloydminster will apply for grant funding for the ball diamonds and pavilion portion of the Lloydminster Place project through the Infrastructure Canada – Green and Inclusive Community Building (GICB) Program.
The estimated cost of the project is $8,223,941. If accepted, federal funding will cover 60 per cent, or approximately $4.9 million. The Government of Canada announced up to $1.5 billion in federal funding over five years for the GICB program.
“We’re thrilled that the Government of Canada is prioritizing green initiatives through the Green and Inclusive Community Building Program. This funding opportunity will enable us to implement energy-efficient and environmentally sustainable practices in our community projects,” says Mayor Gerald Aalbers. “By investing in green infrastructure, we can create a more resilient and sustainable future for our residents.”
The GICB Program supports retrofits, repairs/upgrades, and construction of new publicly-accessible community, culture and recreation facilities. New construction projects must be built to be either net-zero carbon or net-zero carbon ready. The proposed plan will see the installation of solar panels on the roof of Lloydminster Place to provide the estimated 93,600 kWh of electricity required to provide power to the ball diamonds and pavilion. The solar power stored will also offset the carbon footprint of building operations. A letter of attestation from a qualified registered professional, such as a professional engineer or architect, that verifies the requirements meet the Zero Carbon Building Design Standard is required in the application.
After assessing the current and upcoming capital infrastructure projects that best align with the GICB criteria, the ball diamonds and pavilion were identified as having the highest likelihood of securing funding as it meets the project eligibility requirements.

If the application is successful, the City’s financial contribution to complete the project will be substantially decreased. A combination of borrowing, donations and fundraising, other grants and reserves would support the City’s allocation. Grant applicants can expect a response within two to 12 months.
