
Public Hearing
1. A public hearing was held regarding Bylaw No. 39-2020, Land Use Bylaw Amendment – Development Permit Validity. No members of the public spoke in favour or in opposition of the proposed amendment.
City Manager’s Office
1. Council approved the sole source to engage ISL Engineering and Land Services Ltd. to provide professional services for the remainder of the annexation process.
2. Council authorized Administration to enter a three-year agreement with Vic Juba Community Theatre Board at a cost of $181,500 for 2021 and a 2% increase for 2022 and 2023.
3. Council authorized Administration to enter a three-year agreement with Startup Lloydminster (Lloydminster and Region Incubator Board) at a cost of $80,000 for 2021 and a 2% increase for 2022 and 2023.
4. Council accepted the City of Lloydminster’s Strategic Planning Process as information.
Office of the City Clerk
1. Council directed the Mayor to make written application to the provinces of Alberta and Saskatchewan pursuant to the process outlined in the Lloydminster Charter requesting that it be amended by complimentary orders in Council.
2. Council amended Policy No. 120-03, the Council Remuneration Policy as presented.
3. Council repealed three policies:
i. Policy No. PS-03-99-21200 Group RRSP Plan for Out-of-Scope Employees Policy.
ii. Policy No. PS-04-99-22100 Provision of Benefits for Part-Time Employees Policy.
iii. Policy No. CW-03-88-21200 Council Remuneration Policy.
Chief Financial Officer
1. Council approved the sole source award to Munisight Ltd. for a master software subscription and services agreement for assessment software over a five-year term.
2. Council directed Administration to apply for a Municipal Asset Management Program Grant from the Federation of Canadian Municipalities to support best practice in asset management and commits to conducting the following activities in its proposed Asset Management Implementation – Phase 1 project:
- Training and organizational development
- Asset management needs and risk assessment
- Development of asset management strategies, plan, and policy amendments
In addition, Council approved Administration to commit up to $50,000 from the 2021 operating budget towards the cost of this initiative.
Community Development Services
1. Council approved the award of the Lloydminster Public Library Relocation Construction to Craftex Builders (a division of Leeville Construction Ltd.), of Lloydminster, Alta., in the amount of $999,000, plus GST, plus a contingency allowance of up to 5% or $50,000, plus GST, to be allocated from the 2020 Capital Project No. 2076000.
Bylaws
1. Council granted second, third and final readings to Bylaw No. 28-2020, Fire Bylaw.
2. Council granted second, third and final readings to Bylaw No. 38-2020, The Domestic Animal Bylaw.
3. Council granted second, third and final readings to Bylaw No. 39-2020, being a bylaw to amend the text of the Land Use Bylaw No. 5-2016 respecting development permit validity.
4. Council granted first reading to Bylaw No. 40-2020, Senior Citizen Housing and Allied Arts Council Repealing Bylaw.
