Public Hearings and Bylaws
1. A public hearing was held regarding Bylaw 28-2019, being a bylaw to amend Section 1.5 – Use Class Definitions of Land Use Bylaw 5-2016. No member of the public was in attendance to speak in favour or oppose the amendment. Council later granted the second, third and final reading to Bylaw 28-2019.
City Manager’s Office
1. Council approved the 2020 Council Committee Appointments and the 2020 Deputy Mayor Schedule as presented.
2. While there is no legislated requirement to do so, the Lloydminster Public Library requested Council to appoint representatives to the Library Board for a three-year term Council appointed Dwayne Hoffus and Deneen Schreiner and reappointed Kristine Knourek for a three-year term to the Library Board.
Office of the City Clerk
1. Council approved the 2020 Meeting Schedule. Additionally, the 11th Edition of Robert’s Rules of Order Newly Revised be used by Council and Council Committees if the Lloydminster Charter or the Procedure Bylaw are silent on a matter. Administration presented the draft meeting schedule at the November 18, 2019 Governance & Priorities Committee Meeting and no amendments were requested.
2. Administration presented to Council a request made on behalf of a numbered company to have utility charges on their tax account reduced, due to a leak in their privately-owned water system.
Council requested further information be brought forward to the Council meeting scheduled for January 27, 2020.
3. Council did not approve the four proclamations brought forward for 2020, as the applications received do not meet the criteria outlined in Policy 110-01, the Recognition from Members of Council Policy.
Community Development Services
1. Council approve the following appointments to the FCSS Advisory Committee for a one-year term from December 16, 2019, to December 16, 2020: Amy Levesque, Dr. Kent Weir, Dabir Naqvi, Dawn McKenzie-Weinhandl, Emmy Kuypers, Muriel Ralston and Shaunda Smith.
2. Council approved the award of the 2020 to 2023 Janitorial Supplies contract to W.E. Greer for an estimated yearly cost of $97,937.25, plus GST.
3. Council approved Policy No. 740-02, the Recreation Fees Policy. The current Parks and Recreation Department Fees and Charges Policy No. PR-01-90-27100-32 will be repealed. A draft was first presented at the Governance and Priorities Committee meeting dated December 9, 2019.
4. Council approved the 2020 to 2021 Recreation and Culture Facility Fees and Rental Rates effective January 1, 2020. A draft was first presented at the Governance and Priorities Committee meeting dated December 9, 2019.
5. Council approved the City of Lloydminster enter a Memorandum of Understanding with the Lloydminster and District Centennial Commemorative Association Inc. to explore bringing the function of the Lloydminster Regional Archives in-house with the City.
Operations
1. Council approved the sale of approximately 0.05 ha (0.137 ac) of part of Lane, Plan 8140V and Lot 3, Block 23, Plan 8140V in the N.E.¼ Sec.01-Twp.50-Rge.01W4M for $4,100.00 to J&R Automotive Service and Performance Centre.
2. Council approved the Updated Notice of Intent to annex lands in the County of Vermilion River as set out in the attachments to the Council Report dated December 16, 2019. In addition, Council directed Administration to proceed with the formal Notification and Submission process to the Alberta Municipal Government Board pursuant to Part 4 Division 6 of the Municipal Government Act.
3. Council approved the award of the Neale Edmunds Storm System Improvements – Control Structure #5 project to In-Line Contracting Partnership of Edmonton, AB, in the amount of $161,750.00 excluding GST, to be allocated from 2019 Capital Budget Project No.:1913611. In addition, Council approved a contingency allowance of 15% in the amount of $24,262.50, excluding GST to be allocated from 2019 Capital Budget Project No.:1913611.
4. Council approved the Curbside Collection Services contract to GFL Environmental Inc., for a period of ten years (2020 to 2030) as per proposed rates in GFL Environmental Inc.’s submission dated December 5, 2019, at an estimated contract cost of $21,280,663.34, excluding GST.
