Public Hearings
1. A public hearing was held regarding Bylaw No. 27-2022, a bylaw to close 52 Avenue between Parcel A, Plan 782 0790 and Lot 4, Block A, Plan 942 4150 and Parcel B, Plan 782 0790, within N.E. Sec.12-Twp.50-Rge.01-W4M containing 0.919ha (2.27 acres). No members of the public were in attendance to speak in favour or oppose the proposed bylaw changes. Council later granted second, third and final readings to Bylaw 27-2022.
2. A public hearing was held regarding Bylaw No. 29-2022, the Community Standards Bylaw. No members of the public were in attendance to speak in favour or oppose the proposed bylaw changes. Council later granted second, third and final readings to Bylaw 29-2022.
City Manager’s Office
1. Council appointed Doug Rodwell as the City Clerk for the City of Lloydminster.
2. Council approved the 2023 Council Committee Appointments and the 2023 Deputy Mayor Schedule as outlined on pages 20-22 of the Council agenda dated December 12, 2022.
Office of the City Clerk
1. Council approved the NPO Property Tax Exemption for the properties identified on page 25 of the Council agenda dated December 12, 2022, for a 1-year period following the Non-Profit Organization Property Tax Exemptions Policy.
2. Council proclaimed New Lloydminster Nissan CPCA Finals Week, from August 16-20, 2023, and Lloyd Ex Fair Week, from July 12-15, 2023.
3. Council approved Policy No. 120-03, the Council Remuneration Policy, as amended.
4. Council accepted the Proposed Amendments to Lloydminster Charter as information.
Chief Financial Officer
1. Council approved an adjustment to bad debt expense for the 54 utility accounts totalling $7,313.55 as per the Inactive Utility Accounts Deemed Uncollectible – identified on page 39 of the Council agenda dated December 12, 2022 – as of November 15, 2022.
2. Council confirmed that the City of Lloydminster meets the eligibility requirements to receive the Saskatchewan Municipal Revenue Sharing Grant for 2023-2024.
3. Council approved Reserves Policy No. 134-04 as amended.
Community Development Services
1. Council approved the appointment of Colleen Hoegl to the Public Art Advisory Committee for a 2-year term ending December 12, 2024.
2. Council approved the request to transfer $7,064.15 from the Social Services and Cemetery Operations Reserve 1-500-550-34150 to the Saskatchewan Housing Corporation to cover the unbudgeted portion of the City’s 5% share of the operating loss for 2021.
3. Council approved the Safe and Healthy Communities Grant allocations as identified on page 64 of the Council agenda dated December 12, 2022.
4. Council appointed Maverick Hann and Teri-Lynn Mackie to the 2024 Saskatchewan Summer Games Hosting Society.
5. Council approved the adoption of the Lloydminster Social Policy Framework as presented.
Operations
1. Council approved the City of Lloydminster to enter into a 3-year agreement, with an option of two one-year extensions, effective February 1, 2023, with PetroValue Products Canada Inc. of Langley, BC, to supply petroleum products and services to the Lloydminster Airport.
2. Council awarded the contract for Safety Codes Services: Building and Plumbing Disciplines to Superior Safety Codes Inc. of Lloydminster, Alta., for a 2-year term, with the option to extend for one year based on a 55/45 financial split on building and plumbing permit fee revenues with Superior Safety Codes Inc. retaining 55% of building and plumbing permit fee revenues and the City of Lloydminster retaining the remaining 45%.
Bylaws
1. Council granted first reading to Bylaw No. 30-2022, a Text Amendment to Land Use Bylaw No. 5-2016. Additionally, Council established a public hearing during the Council meeting on January 23, 2023.
2. Council granted second, third and final readings to Bylaw No. 26-2022, the Utility Rate Bylaw.
3. Council granted second, third and final readings to Bylaw 28-2022, the Landfill Use Bylaw.
