City Manager’s Office
1. Council accepted the Updated Notice of Intent to Annex Lands in the County of Vermilion River as presented and directed Administration to proceed with the formal annexation process.
Office of the City Clerk
1. Council appointed Sydney Paul as Assessment Review Board Clerk and Lisa Mudry as the alternate Assessment Review Board Clerk for The City of Lloydminster. These appointments are in accordance with Bylaw 01-2015, Section 6(d). The role of the Assessment Review Board Clerk is to review assessment complaints and taxation matters.
2. Council approved the Mayor and/or City Manager or the City Manager’s designate to have signing authorities for the Airports Capital Assistance Program (ACAP) funding agreement and project. The City of Lloydminster received ACAP funding to complete the Airport Runway Rehabilitation Program in 2019. To finalize the project progress payments under the ACAP Funding Agreement, Transport Canada requires a formal resolution of Council that authorizes a City official to sign.
Chief Financial Officer
1. Council declared the City of Lloydminster is compliant with all six (6) eligibility requirements for the Saskatchewan Municipal Revenue Sharing grant in reference to the Lloydminster Charter.
Bylaws
1. Council granted first reading to Bylaw No. 04-2020, the Supplementary Assessment of Improvements Bylaw.
This Supplementary Assessment will be used to adjust the current tax levy. Section 261 of The Lloydminster Charter states “If the City wishes to require the preparation of supplementary assessments for improvements, Council must pass a supplementary assessment bylaw authorizing the assessments to be prepared for the purpose of imposing a tax under Part 10 in the same year.”
2. Council granted first reading to Bylaw No. 02-2020, being a bylaw to amend approximately 2.722 ha (6.73 ac) of part of S.E.¼ Sec.11-Twp.50-Rge.01-W4M within S.E.¼ Sec.11-Twp.50-Rge.01-W4M on Map 2 – Future Land Use Concept in Bylaw No. 01-2013 to Industrial. In addition, Council established a Public Hearing to be held at City Hall, Council Chambers, during the regular Council meeting on February 10, 2020, at 2 p.m.
3. Council granted first reading to Bylaw No. 03-2020, being a bylaw to amend approximately 2.722 ha (6.73 ac) of part of S.E.¼ Sec.11-Twp.50-Rge.01-W4M within S.E.¼ Sec.11-Twp.50-Rge.01-W4M on Land Use Map, being Part IV to Bylaw 5-2016 to I2 – Medium Industrial District. In addition, Council established a Public Hearing to be held at City Hall, Council Chambers, during the Regular Council Meeting on February 10, 2020, at 2 p.m.
