Community Development Services
- Council directed Administration to explore the option of the Lloydminster Public Library becoming a municipal library in Saskatchewan.
- Council approved Maria Sarcauga-Gantefoer’s appointment to the Lloydminster Public Library Board for one additional three-year term, ending June 1, 2027.
- Council authorized Administration to enter into a funding agreement with the Olive Tree Community Centre Inc. in the amount of $180,000, to be paid over a three-year term commencing June 30, 2024, and ending June 30, 2027, with an option to renew the agreement for an additional two years. Additionally, Council approved to fund the 2024 payment of $30,000 from the Social Services and Cemetery Operations Reserve 1-500-550-34150 to be paid out of the Community Programs Operating Budget (55100-0001-55300).
- Council approved the Social Policy Leadership Team Terms of Reference as presented.
- Council approved the following individuals to the Vic Juba Community Theatre Board for two-year terms ending May 12, 2026:

- Randy Glynn
- Tasia Copeland
- Tori Dziurzynski
In addition, the following individual’s terms be extended to end May 1, 2025, to better align with the Annual General Meeting of the Vic Juba Community Theatre: - Charlotte Groom

Chief Financial Officer
- Council accepted the quarterly financial report for the period ending March 31, 2024, as presented.
- Council approved the revised 2024 operating budget with total operating revenues of $116,944,526 and total operating expenditures of $116,860,924, excluding amortization of $22,553,288, resulting in a taxation levy requirement of $46,207,840. In addition, Council approved the 2024 capital budget with total capital revenues of $121,791,760 to support total capital expenditures of $121,791,760.
- Council accepted the 2024 Q1 City Manager Contingency Reserve update as presented.
Operations
- Council accepted the Public Transportation Master Plan as presented.
Bylaws
- Council granted first reading Subdivision and Development Appeal Board Bylaw (No. 04-2024).
- Council granted first reading to the Repealing Bylaw (No. 05-2024).
- Council granted first reading to the 2024 Mill Rate Bylaw (No. 06-2024).
