
Public Hearings and Bylaw Amendments
1. A public hearing was held regarding Bylaw No 27-2019, being
a bylaw to amend approximately 0.42 hectares (1.04 acres) of part of Parcel B, Plan No. 101564377 in the N.E. ¼ Sec.35-Twp.49- Rge.28 W3M on Land Use Map, being Part IV to Bylaw 5-2016 to R3 – Row House Residential District. No member of the public was in attendance to speak in favour or oppose the amendment. Council later granted the second, third and final reading to Bylaw 27-2019.
2. Council granted first reading to Bylaw 28-2019, being a bylaw to amend Section 1.5 – Use Class Definitions of Land Use Bylaw
5-2016 and that Council establish a Public Hearing to be held at City Hall, Council Chambers, during the regular Council meeting on December 16, 2019, at 2 p.m.
Office of the City Clerk
1. Council accepted the Fire Services Master Plan as the formal strategic planning document that will guide the Lloydminster Fire
Services in the coming years.
Council directed the Fire Chief to create a comprehensive implementation plan that takes into consideration ongoing budgetary considerations prior to the end of the first quarter of 2020 and then bring it back to Council for their consideration and decision.
Council directed Administration to add a fourth paid, on-callfirefighter position to the Lloydminster Fire Services staffing.
2. Council approved the appointment of Jonathan Torresan,
Stephanie Brown Munro, Wendy Plandowski and Paul Richer to the Lloydminster and District Heath Advisory Committee for a two-year term from December 2019 to December 2021.
3. Council approved the property tax exemptions outlined in the 2020 Non-Profit Property Tax Exemptions for a one-year period in accordance with the Non-Profit Organization Property Tax Exemptions Policy.
Community Development Services
1. Council approved the 2020 Family and Community Support Services (FCSS) Grant Program allocation of $420,000, and in addition, authorized the FCSS Advisory Committee to reallocate any unused or returned grant funds. Administration has reviewed the allocation recommendations and found them to be compliant with the FCSS Act and Regulation.
2. Council approved the City of Lloydminster to enter into a Land Exchange Agreement with Husky Midstream General Partnership and Husky Oil Operations Limited.
Chief Financial Officer
1. Council approved the 2020 Operating Budget with a total operating revenue of $47,614,792; operating expenditure of $84,813,361 resulting in a taxation levy requirement of $37,207,940 (excluding amortization) and the 2020 Capital Budget which has a total capital revenue of $31,009,025 to support total costs of $31,009,025.
Council directed Administration to bring the 2020 Operating and the 2020 Capital Budget forward for review upon receipt of the final mill rate calculation, eligible grants and education requisitions from the provinces.
2. During the September 16, 2019, Governance & Priorities Committee meeting, local non-profit organizations presented their requests for funding assistance for the 2020 budget. Recommendations were put forward, and:
Council approved the Lloydminster & District SPCA to receive funding in the amount of $75,000.
Council approved the Lloydminster & District Centennial Commemorative (Lloydminster Regional Archives Association) to receive funding in the amount of $39,527.
Council approved the Vic Juba Community Theatre Board to receive funding in the amount of $181,500.
Council approved the Lloydminster and Region Business Incubator Board (StartUp Lloydminster) to receive funding in the amount of$80,000.
Operations
1. Council approved the reallocation of funds in the amount of $45,000 from 2019 Capital Budget Project No.: 1913620 to cover expenses to be incurred in 2019 associated with the purchase of 0.532 hectares (1.31 acres) at the intersection of 12 Street and 75 Avenue to accommodate road widening.
2. Council approved the reallocation of funds in the amount of $23,650 from 2019 Capital Budget Project No.: 1913620 to cover expenses to be incurred in 2019 associated with the purchase of 0.039 hectares (0.10 acres) at the intersection of 44 Street and 62 Avenue to accommodate road widening.
