Public Presentations
1. Hamid Rahmanian, owner of the Manhattan Inn Ltd., presented an appeal to a recent City of Lloydminster inspection and subsequent order.
Public Hearing(s)
1. A public hearing was held regarding Bylaw 27-2023 Land Use Bylaw No. 5-2016 Text Amendment – replace Temporary Shelter with Community Support Centre. Fifteen public submissions were received (14 against, 1 in favour) by the deadline and included in the Council agenda dated November 20, 2023. Eleven people were in attendance to speak in opposition and five spoke in favour of the proposed bylaw amendment and one person affected by the bylaw spoke. Council later granted second, third and final readings to Bylaw 27-2023.
City Manager’s Office
1. Council approved the appointment of Paul Richer, Elaine Kondro and Michael Diachuk (as a member at large) to the Lloydminster and District Health Advisory Committee for the term ending December 31, 2025.
Officer of the City Clerk
1. Council confirmed the order issued November 8, 2023, to Manhattan Inn Ltd. to bring the property into compliance with applicable National Fire Code of Canada Standards.
2. Council approved the Appointments Policy as presented.
3. Council approved the following rates for remuneration for election officials for the 2024 Byelection and 2024 General Election:
- Supervising Deputy Returning Officer: $325/day
- Issuing Deputy Returning Officer: $250/day
- Receiving Deputy Returning Officer: $250/day
- Poll Clerk: $185/day
- Training Session: $40/session
- Advance Poll: to be paid at same rate as regular polls shown above
Chief Financial Officer
1. Council approved the 2024 operating budget with a total operating revenue of $57,148,721; with operating expenditures of $102,898,485 resulting in municipal taxation levy requirement of $45,749,764 (excluding amortization of $22,553,288) and the 2024 capital budget which has a total capital revenues of $64,482,503 to support total costs of $64,482,503.
Additionally, Council accepted operating written plans for 2025, 2026 and 2027 and the 10-year capital plan for planning purposes. Lastly, Council approved an additional 1% increase in the mill rate to be contributed to support the infrastructure deficit resulting in an additional tax revenue of $425,000 and a related contribution to infrastructure reserve of $425,000.
Community Development Services
1. Council accepted the Old Minster Log Church Restorations Project as information.
Bylaws
1. Council granted second, third and final readings to Bylaw No. 29-2023 Traffic Bylaw Amendment.
2. Council granted first reading to Bylaw No. 28-2023 Fees and Charges Bylaw.
3. Council granted first reading to Bylaw No. 26-2023 Business Licence Bylaw.
4. Council granted second, third and final readings to Bylaw No. 30-2023 Election Bylaw.
5. Council granted first reading to Bylaw No. 31-2023 Repealing Bylaw.
6. Council granted first reading to Bylaw No. 32-2023 Repealing Bylaw – Road Closures.
7. Council granted first and second readings to Bylaw No. 34-2023 Assessment Review Boards Bylaw. Council later granted unanimous consent to consider Bylaw No. 34-2023 Assessment Review Boards Bylaw for a third and final reading. Additionally, Council granted third and final readings to Bylaw No. 34-2023 Assessment Review Boards Bylaw. Lastly, Council approved the following appointments of members to the Assessment Review Board for the terms as noted:
- Darrell Dunn – term ending May 31, 2024;
- Brian Kimmel – term ending December 31, 2024;
- Larry Sauer – term ending December 31, 2024.
8. Council granted first reading to Bylaw No. 33-2023 Lloydminster Airport Operation and Management Bylaw.
The next Governance and Priorities Committee meeting is scheduled for Monday, December 4, 2023, at 9:30 a.m. via livestream and in person. This meeting will be a presentation of the draft 2024 capital and operating budget.
