Office of the City Clerk
1. Council approved Aaron Buckingham’s employment contract with the City of Lloydminster.
2. Council approved the 2023 reserve bids as presented on the three Alberta properties that are still in arrears with their taxes and are to be offered for sale at public auction as prescribed by the Municipal Government Act (Alberta). Additionally, Council approved the City of Lloydminster Terms & Conditions for the 2023 Alberta Public Auction as outlined in Attachment A on page 28 of the Council agenda dated October 23, 2023.
3. Council approved the Signing Authority Policy (Policy 120-10) as presented.
4. Council approved the Procurement and Purchasing Policy (No. 120-05) as presented.
5. Council approved the License of Occupation Policy (120-08) as amended.
Community Development Services
1. Council appointed Sam Sayeed to the 2024 Saskatchewan Summer Games Hosting Society.
2. Council accepted the Housing Needs Assessment and Strategy update as information.
3. Council approved Administration to close the childminding space at Servus Sports Centre and repurpose the room for rentals as per Option 1 of the Childminding Presentation on pages 68-84 of the Council agenda dated October 23, 2023.
Operations
1. Council approved the Winter Roadway Maintenance Policy (No. 320-01) as presented. Additionally, Council repealed the Winter Roadway Maintenance Policy No. PW-02-13-23200.
2. Council approved the application for the Child Care Facility at 5010 – 46 Street, legally described as Lot 25, Block 10, Plan 002-3959, in the DC1 - Direct Control 1 District, subject to the conditions as per “Schedule A” on page 78 of the Council agenda dated October 23, 2023.
Bylaws
1. Council granted first reading to Bylaw No. 27-2023, a Text Amendment to Land Use Bylaw No. 5-2016 and established a public hearing to be held during the November 20, 2023, Council meeting at 2 p.m.
2. Council granted first reading to Bylaw No. 29-2023, a bylaw to amend the Traffic Bylaw (No. 05-2021).
The next Council meeting is scheduled for Monday, November 6, 2023, at 1:30 p.m. via livestream and in person.
