Lloydminster, AB/SK – The City of Lloydminster will align its COVID-19 response with the phased reopening plan put forth by the Government of Saskatchewan.
On Thursday, April 23, 2020, Saskatchewan Premier Scott Moe shared details of the government’s plan to gradually lift restrictions on businesses and services.
Phases 1 and 2, as they apply for both the Alberta and Saskatchewan portions of Lloydminster, are summarized below.
Phase 1
- May 4
Allowable reopening of previously restricted medical services, including dentistry, optometry and chiropractic services. View the full list. - May 15
Allowable reopening of golf courses, including the Lloydminster Golf and Curling Centre, conditions permitting. - June 1
Allowable reopening of campgrounds, including Weaver Park Campground, conditions permitting.
Phase 2
- May 19
Allowable reopening of select retail services, including clothing stores, sporting good stores and ATV dealers. View the full list.
Allowable reopening of select personal care services, including hair dressers/barbers, massage therapists and acupuncturists. View the full list.
All proprietors and staff must continue to follow the provincial guidelines for protective and preventative measures, including use of appropriate PPE, thorough cleaning and maintaining physical distancing.

“The phased Reopening plan put forth by the Government of Saskatchewan will help relieve some of the economic burden COVID-19 has placed on our local business community and will responsibly restore access to several important personal services,” said Jordan Newton, Manager of Emergency Measures Operations.
“We applaud the patience and co-operation of our residents and businesses who have done their part to slow the spread of COVID-19 to this point. We look forward to further restoration of amenities and services in our community safely,” said Mayor Gerald Aalbers.
Timelines for Phases 3, 4 and 5 of the province’s plan have not yet been announced.
Phase 3 includes:
- Reopening of restaurants and food services, gyms and fitness centres, licensed establishments and child care facilities.
- Reopening remaining personal care services.
- Increasing the size of public and private gatherings to 15 people.
Phase 4 includes:
- Reopening indoor and outdoor recreation facilities.
- Increasing the size of public and private gatherings to 30 people.
Phase 5:
- Province will consider lifting long-term restrictions.
Residents and business owners within city limits are reminded to follow measures set out in the State of Local Emergency, which can be found at lloydminster.ca/COVID-19.
Reopening measures may be rescinded in the event of an increase in local or provincial COVID-19 cases.
Updated COVID-19 case data is maintained and reported by the Saskatchewan Healthy Authority (SHA) and Alberta Health Services (AHS). COVID-19 data for the Lloydminster municipality is reported by province, with SHA reporting Saskatchewan-side data and AHS reporting Alberta-side data.
