Central Business District Replacement Program

Lloydminster, AB/SK – The City of Lloydminster, along with ASL Paving Ltd., will begin the central business district replacement program on Monday, May 15, 2023, with an anticipated completion date of early October 2023, weather permitting.

The construction area will be closed in two phases to minimize disruptions to local businesses, motorists and residents.

Phase 1 Road Closures

Monday, May 15 through Thursday, June 15, 2023, weather permitting

The intersection of 49 Avenue and 50 Street will be closed in all directions, along with 50 Street between 50 Avenue and 49 Avenue.

The intersection of 50 Avenue and 50 Street will remain open during Phase 1.

The intersection of 49 Avenue and 50 Street will reopen before Phase 2 begins.

Phase 2 Road Closures

Thursday, June 15 through Friday, October 31, 2023, weather permitting

The intersection of 50 Avenue and 50 Street will be closed in all directions, along with 50 Street between 50 Avenue and 49 Avenue.

The intersection of 49 Avenue and 50 Street will be open to north, south and eastbound traffic.

Downtown Parking & Navigation

During construction, 24 temporary parking stalls will be available at Synergy Credit Union at the corner of 49 Avenue and 49 Street. These temporary parking stalls will replace the 20 spots that will be unavailable during construction. Motorists are advised to use the dedicated parking stalls.

Detour and local traffic only signs will be placed throughout the area to show traffic and visitors how to access properties while avoiding the construction site. There will be no parking or pedestrian access permitted in the work zone until the end of the construction period. Emergency access will be maintained to all affected businesses at all times through alternate routes.

Project Scope

The program consists of replacing and upgrading underground municipal infrastructure throughout the downtown core to maintain the serviceability and longevity of the city’s underground systems. Further work includes removing and reconstructing the roadway surface, sidewalks, benches and other public amenities to bring the DARP's vision to life.

During construction, access to properties along 50 Street will be restricted, and portions of existing sidewalks will be left In place to permit access to business front doors. Back alleys will remain open at all times for business owners, employees and customers.

Work will take place between 6 a.m. and 10 p.m. Monday through Saturday and between 7 a.m. and 8 p.m. on Sundays.

About the Downtown Area Redevelopment Plan

The City of Lloydminster is amid a multi-year downtown rejuvenation effort to draw more people and businesses into the area and create a community destination for retail, dining, entertainment, culture and events. The last Downtown Area Redevelopment Plan was adopted in 1988. As growth patterns and demographics have changed significantly since then, the DARP (2020) will address the current needs while understanding the economic situation and preparing for a stronger future.

About the Downtown Area Redevelopment Committee

The Downtown Area Redevelopment Committee (DARC) brings together a cross-section of community members to co-ordinate the implementation of the DARP with the City of Lloydminster. View the DARC's committee details, goals and updated efforts at Lloydminster.ca/Downtown and public engagement campaigns and results for the DARP.
