Used as a guiding document, the City of Lloydminster implemented the Re-open Saskatchewan plan at the local level beginning Monday, May 11, 2020.
Phase 5: A timeline for the fifth phase of the Re-open Saskatchewan plan has not been announced.
Update (Effective December 25, 2020):Retail services must reduce capacity to 50 per cent.
Large retail locations (20,000 square feet and larger) are required to limit capacity to 25 per cent.
Update (Effective December 19, 2020):Personal Services and Event Venues
- Casinos and bingo halls must close.
- Personal services may operate at 50 per cent capacity, including staff and clients. For a complete list of personal services, visit saskatchewan.ca/re-open.
- Event venues, conference facilities, arenas, arts venues, museums, movie and live theatres and banquet facilities may still have events of up to 30 individuals. Additional details are available at saskatchewan.ca/re-open.
Note that the guidance for weddings and funeral ceremonies, and places of worship is 30 individuals only. Concurrent services may not occur within multiple locations within one facility.
Update (Effective December 17, 2020):Private, Indoor Gatherings
- Private, indoor gatherings will be limited to immediate household members only.
- Single individuals are permitted to meet with one, consistent household of fewer than five individuals for the order’s duration.
- Co-parenting arrangements are permitted to continue.
- Caregivers and support services in the home are permitted to continue.
Outdoor Gatherings
- People may meet and greet outdoors with up to 10 people only, provided physical distancing between households can be maintained.
Update (December 14, 2020): Saskatchewan government announces a three-part public health measure update.
Update (December 3, 2020): The Saskatchewan Health Authority announced visitor limitations at the Lloydminster Hospital.
Update (November 25, 2020): The Government of Saskatchewan announced additional mandatory masking guidelines and updated public health measures as they relate to restaurants and licensed establishments, sports and recreation, gatherings and other items.
Update (November 18, 2020): Private indoor gatherings reduced to five people including those who live in the home. Additional public health measures introduced.
Update (November 16, 2020): The Government of Saskatchewan announced mandatory masking and updated guidelines for liquor sales, school systems and physical recreation and sporting guidelines.
Phase 4 (update): The public health order has been amended to include the limiting of indoor private gatherings to no more than 10 people, except for where critical public and business services are conducted and require mandatory masking in public places in the cities of Saskatoon, Regina and Prince Albert.
Phase 4 (update): As it applies for both Alberta and Saskatchewan portions of Lloydminster, amendments were made on October 29, 2020, and additional guidelines went into effect on Friday, October 29, 2020.

- The maximum allowable gathering size for private gatherings in the home is 15 people.

Under this phase, the following services are permitted to open:
- child and youth day camps
- outdoor pools and spray parks
- seasonal/recreational outdoor sports and activities
Phase 3: As it applies for both the Alberta and Saskatchewan portions of Lloydminster, started Monday, June 8, 2020, and is summarized as:
Lloydminster restaurants and licensed establishments will soon be able to open at 50 per cent capacity, along with gyms and fitness facilities, childcare facilities and places of worship – all of which are subject to provincial guidelines.
Except in the case of family members living in the same household, indoor private and public gatherings over 15 people, and outdoor private and public gatherings over 30 people are prohibited except in the following circumstances where two-metre distancing between people can be maintained.
The third phase of the Re-open Saskatchewan plan will also include personal-service businesses that did not open in Phase 2:
- estheticians;
- tattoo artists;
- makeup applicators;
- electrologists;
- manicurists;
- pedicurists;
- sun tanning parlours;
- facilities in which body piercing, bone grafting or scarification
services are provided; and - other personal service facilities.
Additional guidelines or restrictions may apply to personal-service businesses governed by a provincial body or association. Opening is at the discretion of the workplace, based on risk assessment and ability to operate safely, protecting staff and customers.
Phase 2: As it applies for both the Alberta and Saskatchewan portions of Lloydminster, began Tuesday, May 19, 2020, and is summarized as:
- Reopening of previously non-allowable businesses can begin providing public services, including clothing stores, shoe stores, flower shops, sporting good stores, vaping supply stores, and jewelry stores. View the full list.
- Shopping malls and their retail tenants may resume business, subject to the retail guidelines
- Some personal service businesses can begin providing services to the public, including hairdresser/barber, registered massage therapist, acupuncturist and acupressurist. If governed by a provincial body or association, additional guidelines or restrictions may apply.
Phase 1: As it applies for both the Alberta and Saskatchewan portions of Lloydminster, are summarized below.
- May 11 -- Allowable reopening of previously restricted medical services, including dentistry, optometry and chiropractic services. View the full list.
- May 15 -- Allowable reopening of golf courses, including the Lloydminster Golf and Curling Centre, conditions permitting.
- June 1 -- Allowable reopening of campgrounds, including Weaver Park Campground, conditions permitting.
Residents must continue to follow necessary personal protective measures to prevent the transmission of COVID-19, including maintaining physical distancing, washing hands frequently, among other hygiene practices.
Residents and business owners are reminded the City of Lloydminster is still under a State of Local Emergency. All previously implemented restrictions and social distancing measures remain in effect. Per the Lloydminster Charter, the City of Lloydminster is compelled to abide by orders issued under the Saskatchewan Health Act.
