The Water and Sewer Replacement Program is an annual program completed by the City of Lloydminster, in conjunction with a selected contractor, intended to replace and upgrade underground municipal infrastructure throughout our community to ensure serviceability and longevity of our systems are maintained.
Due to factors such as the age, condition, and capacity of existing municipal infrastructure, the City of Lloydminster proactively removes, replaces, and upsizes existing municipal utilities (i.e., water, sanitary sewer, and storm sewer mains and services) to maintain adequate levels of service for residents and businesses. These municipal utilities provide essential services for homes and businesses and are required to utilize treated water and discharge sanitary or stormwater. As such, the operating conditions of these municipal utilities are constantly monitored and replaced when needed.
The Water and Sewer Replacement Program often targets areas where the material used to construct the original water main consisted of cast iron, the fastest deteriorating material currently within our water distribution system. The presence of cast iron coupled with factors such as water main break history, sanitary and storm sewer backup and flushing frequency, or capacity constraints are reviewed annually before determining where the next Water and Sewer Replacement Program is will take place.
Project Scope
The Water and Sewer Replacement Program typically consists of either two or three city blocks of replacement depending on the neighbourhood's complexity and the available capital budget. Regardless of the number of blocks included in any given Water and Sewer Replacement Program, the project scope remains consistent. At a high level, the program aims to complete the following:
- Remove and replace all sanitary sewer mains within the roadway and sanitary sewer services to property line;
- Remove and replace all storm sewer mains and catch basins within the roadway;
- If storm sewer services exist, they are removed and replaced to the property line.
- Remove and replace all water mains, valves, and hydrant assemblies within the roadway and Water main services to property line;
- Complete roadway rehabilitation including curb and gutter replacement and where applicable landscaped boulevard levelling.
- The sidewalk is reviewed at the time of construction and repaired as needed; complete rehabilitation of sidewalks is not currently included within the project scope.
The entire width of the roadway will be closed to accommodate the rehabilitation and provide the contractor completing the work with adequate space for safe operations.
