The Area Structure Plan (ASP) is a statutory plan enabled under Part 17 of the Municipal Government Act. In Lloydminster, the ASP is a land use planning document that implements the long-term vision of the Municipal Development Plan with more detail, and gives guidance for highly detailed planning documents, such as the Neighbourhood Structure Plan. Area Structure Plans cover large areas of the community, typically greater than one quarter section (64 ha) in size.
The following steps should be undertaken during the preparation of an ASP:
- Pre-Application meeting with City Administration
- Assessment of existing conditions
- Development of generalized land use concept
- Prepare technical studies
- Undertake public engagement
- Create the ASP document
- Attend Public Hearing
- Seek ASP bylaw adoption
The entire application and approval process can take up to six months depending on influencing factors.
The ASP must describe the following in a generalized manner:
- the proposed land uses
- the density of population
- the sequence of development; and
- the general location of major transportation routes and public utilities
The ASP must graphically illustrate the following:
- plan area in the context of the greater community
- relation of plan area to the MDP and Intermunicipal Development Plan, if appropriate
- aerial photography of plan area with existing parcel boundaries
- existing natural and built environment features representing opportunities and constraints to development
- generalized locations of land uses
- development staging; and
- generalized utility servicing (network level) locations

Colonial Park Area Structure Plan |
Location |
The City boundary of Lloydminster, adjacent to the Rural Municipality of Wilton No. 472, forms the south eastern boundary of Colonial Park. The balance of the neighbourhood is bounded by 36 Street to the north, 50 Avenue (Highway 17) to the west, 25 Street to the south and 40 Avenue to the east. The undeveloped portions of land within the neighbourhood are located to the east of 45 Avenue. Colonial Park is located in the Saskatchewan side of the City of Lloydminster.

Lakeside Area Structure Plan

Location |
Lakeside is located in the southwest corner of Lloydminster’s municipal boundary, northeast of 75 Avenue and 12 Street intersection. The current plan area is 58.66 hectares (144.96 acres) and legally described as SW¼ Sec.26-Twp.49-Rge.01-W4M.
Currently, in the Lakeside area, the eastern quarter contains mostly low-density residential uses (indicated by blue in the graphic below), where as the western quarter remains undeveloped (indicated by red in the graphic below).

Lamont (The Willows) Area Structure Plan

Location |
The Willows is located at the south eastern boundary of the City of Lloydminster in Saskatchewan. It is adjacent to the Rural Municipality of Wilton No. 472 on the south and east and the County of Vermillion River No. 24 to the west. The Willows ASP is bounded by:
- 40 Avenue (which also forms the City boundary) to the east;
- 50 Avenue (which forms the City boundary) to the west;
- the City Boundary to the south; and
- 12 Street to the north.

Northeast Area Structure Plan |
Location |
Bounded on the east by the Rural Municipality of Britannia, No. 502 (“RM of Britannia”) and bisected by 40th Avenue, this greenfield site is located to the west of Neale Lake, south of the Landfill and north of the Lloydminster Exhibition Association. The plan’s site contains approximately seven quarter sections of undeveloped land surrounded by industrial, commercial, residential, recreational and institutional uses.

Wigfield Industrial Area Structure Plan |
Location |
Wigfield Industrial is located at the eastern limit of the City of Lloydminster, in Saskatchewan, adjacent to the Rural Municipality of Wilton No. 472. The ASP area consists of approximately 123 ha (305 ac) of land and is bounded by:
- 40 Avenue, and the Larson Grove and Colonial Park neighbourhoods, to the west;
- the Canadian Pacific Railway Right-of-Way (which also forms the City Boundary) to the east;
- the City Boundary to the south; and
- 44 Street (Highway 16) to the north.
