
City Manager’s Office
1. Council approved the 2021 Council Committee Appointments and the 2021 Deputy Mayor Schedule as presented.
2. Council approved the proposed amendment to the Annexation Transition Plan and directed Administration to take all necessary actions to undertake future minor/housekeeping amendments to the Transition Plan.
3. Council directed the City to withdraw from the Seamless Levy Agreement between the Lloydminster Public School Division (LPSD), the Lloydminster Catholic School Division (LCSD) and the City of Lloydminster.
Office of the City Clerk
1. Council did not approve the request for cancellation of the 2019 & 2020 municipal levies for Sawmill Restaurant Lloydminster Property Ltd.
2. Council did not approve the request for cancellation of the November penalty on the late payment of property taxes for 101178402 Saskatchewan Ltd.
3. Council approved the Non-Profit Property Tax Exemptions as outlined for the maximum three-year period in accordance with the Non-Profit Organization Property Tax Exemptions Policy.
4. Council approved the 2021 Meeting Schedule as presented. Additionally, the Robert’s Rules of Order 12th Edition be used by Council and Council Committees if the Lloydminster Charter or the Procedure Bylaw is silent on a matter.
5. Council approved the appointment of Stephanie Brown Munro to the Lloydminster Library Board for a three-year term ending December 31, 2023.
AND
Council reappointed Stephen Tao and Brittany Murphy to the Lloydminster Library Board for a second three-year term ending December 31, 2023.
6. Council approved Policy No. 230-01 (Fire Service Levels Policy).
Chief Financial Officer
1. Council approved Policy No. 134-07 (Debt Management for Capital Expenditures Policy).
Community Development Services
1. Council approved the appointment of Sarah Paterson to the Community Services Advisory Committee for a two-year term ending December 31, 2022.
Operations
1. Council directed Administration to enter into a formal agreement with ATCO Electric to proceed with the purchase and ownership of seventy-five (75) existing Streetlights located on City-owned Traffic Signal Facilities at a depreciated cost in the amount of $30,696.08, plus GST and that an additional $21,000, plus GST, be allocated to pay a Contractor for the required wiring alterations of thirteen (13) sites, and to add meters on seven (7) consumption sites. Also, Council authorized the total funds required in the amount of $51,696.08, plus GST to be allocated from Transportation Services – Capital Reserve GL Account No. 1-300-320-35130.
2. Council approved the list of amounts deemed uncollectable from utility accounts, as per the Uncollectable Utility Account Write Off List – December 2020, amounting to $7,693.63 be written off from customer accounts. This will apply against the existing allowance for doubtful accounts in the amount of $7,693.63, for the 2020 fiscal year.
3. Council approved the allocation of $115,000 from the 2020 Capital Budget Project No. 2041108 – Water Treatment Plant – SCADA Replacement to the 2020 Capital Budget Project No. 2041107 – Water Treatment Plant – Front End Engineering Design of SCADA System.
AND
Council approved the award of the Water Treatment Plant – Control Systems Upgrade - Design and Construction Management to MPE Engineering Ltd. of Saskatoon, SK for $237,296, excluding GST, to be allocated from 2020 Capital Budget Project No. 2041107. Also, Council approved a contingency allowance of 10% in the amount of $23,729.60, excluding GST, to be allocated from 2020 Capital Budget Project No. 2041107.
4. Council approved the proposed home-based business, minor at the property located at #106, 4804 - 48 Street, legally described as Unit #6 in Condo Plan #86B01774 subject to the conditions.
Bylaws
1. Council granted first reading to Bylaw No. 39-2020, being a bylaw to amend the text of the Land Use Bylaw No. 5-2016 respecting development permit validity and Council established a Public Hearing to be held during the Council meeting on January 11, 2021, at 2 p.m.
2. Council granted first reading to Bylaw No. 38-2020, Domestic Animal Bylaw.
3. Council granted first reading to Bylaw No. 28-2020, Fire Bylaw.
