
Public Hearing
1. A public hearing was held regarding Bylaw No. 03-2021 Amendment to Land Use Bylaw – Residential Uses. One member of the public submitted a letter of support to the proposed amendments. No one was in attendance to oppose, and no documents were received in opposition to the proposed amendments.
City Manager’s Office
1. Council approved the Amended Conditional Land Sales Agreement – Three (3) for the sale of the 51.08 acres (Part LSD3; 4; 5 Sec.11 Rge.28 W3M) to the Lloydminster Agricultural Exhibition Association Limited, and that the Mayor and City Clerk be authorized to sign and seal all necessary agreements.
2. Council instructed Administration to participate in the AMSC aggregated public procurement to extend the current contract for natural gas supply to December 31, 2026.
3. Council approved the request to withdraw $80,000 from the Public Safety Photo Radar Capital Reserve Account No. 1-200-220-37114 to apply for the Co-op Community Spaces Grant program to redevelop the Martin Browne area improvements.
Office of the City Clerk
1. Council awarded the contract for the Fire Services Self-Contained Breathing Apparatus (SCBA) replacement to Rocky Mountain Phoenix, of Red Deer, Alta., in the amount of $289,960, excluding GST, to be allocated from the 2021 Capital Budget Project No. 2123004.
2. Council authorized the City to enter a three-year agreement with Lloydminster SPCA (Lloydminster and District Society for the Prevention of Cruelty to Animals) at the cost of $75,000 for 2021 and a 2% increase annually for 2022 and 2023.
Chief Financial Officer
1. Council approved the consulting engagement fees for the City of Lloydminster Business Needs and Current Enterprise Resource Planning Assessment for $74,000, excluding GST, to be funded from the General Government Operating Reserve Account No. 1-100-130-34110.
Community Development Services
1. Council approved the the following recommended 2021-2022 Saskatchewan Lotteries Community Grant Program allocations and authorized the Community Services Advisory Committee to reallocate any unused or returned grant funds:
- $10,000 to the Lloydminster Interval Home Society for the LCYC Recreation and Support Program
- $9,000 to the Lloydminster Roman Catholic Separate School Division #89 for Youth Sports Explorers & Free Family Physical Activity events
- $5,000 to the Lloydminster Air Cadets 186 Squadron Inc. for 186 Air Cadets
- $4,722.49 to the Lloydminster Housing Authority for Hallsholme Senior Fitness Classes
- $9,900 to the Lloydminster and District Centennial Commemorative Association for Saving and Sharing the Midwest's Televised History
- $5,000 to the Libbie Young Centre Inc. for the Summer Recreation Program
- $10,000 to the Lloydminster Association for Community Living for a Recreation Liaison
- $5,000 to the Lloydminster Area Drug Strategy for Lloydminster Youth Council
- $5,722.49 to International Festivals Lloydminster Society for Lloyd Fest 2021
- $10,000 to Lloydminster Special Olympics for Special Olympics Lloydminster
- $769.02 to The Lloydminster Social Action Coalition Society for Art at the Lloyd Drop-in Centre
- $6,300 to Christian Immigrant Support Services for Black History Month
2. Council approve the award of the second floor RCMP Building – Construction Contractor – to Craftex Builders (a division of Leeville Construction Ltd.), of Lloydminster, Alta., for $676,380, plus GST, plus a contingency allowance of up to 10% or $67,638, plus GST, to be allocated from the 2020 Capital Project No. 2021001.
AND
Council approved the reallocation of $100,000 from the Protective Services Capital Reserve to Project No. 2021001.
Operations
1. Council approved the City of Lloydminster to enter into an agreement with Saskatchewan Water Corporation to supply potable water for redistribution to Saskatchewan Water Corporation customers.
Bylaws
1. Council granted second, third and final readings to Bylaw No. 01-2021, Supplementary Assessment Bylaw.
2. Council granted first reading to Bylaw No. 02-2021, being a bylaw to amend the Land Use Bylaw No. 5-2016 Respecting Discretionary Use applications and that Council establish a Public Hearing to be held during the Council meeting on March 22, 2021, at 2 p.m.
3. Council granted second, third and final readings to Bylaw No. 03-2021, being a bylaw to amend the text of the Land Use Bylaw No. 5-2016 respecting residential uses.
