
City Manager’s Office
1. Council directed Administration to participate in the Alberta Municipalities Power and Buying Group Contract for the procurement of electricity for the term January 1, 2024, to December 31, 2033.
Chief Financial Officer
1. Council approved executing and submitting a grant application to the Forest Resource Improvement Association of Alberta for Fire Smart Interagency Training in the amount of $15,000.
2. Council approved the City of Lloydminster’s Audited Consolidated Financial Statements for the year ending December 31, 2021, as presented.
Community Development Services
1. Council approved the utilization of the Construction Manager project delivery method for the Lloydminster Place Event Facility project.
Operations
1. Council approved the Home-Based Business: Minor at the property located at #3, 4804 – 45 Street, legally described as Lot 42, Block 7, Plan 101923679 as a Discretionary Use within a DC1 Direct Control #1 District subject to the conditions outlined on page 85 of the council meeting agenda dated Monday, April 25, 2022.
2. Council awarded the contract of the 2022-2025 Dust Control and Winter Sanding Program to Kortech Calcium Services of Edmonton, Alta., for a maximum upset value as established in the City of Lloydminster’s annual operating budget.
3. Council awarded the contract for the Rubber Tire Wheel Loader Purchase to Redhead Equipment of Lloydminster, Alta., in the amount of $269,011 and solid tires in the amount of $20,235 for a total of $289,246, excluding GST, to be allocated from the 2022 Capital Budget Project No.:2231251.
4. Council awarded the contract for the Tandem Unit Purchase to Diamond International of Lloydminster, Alta., for the purchase price of $271,902, plus applicable taxes to be allocated from the 2022 Capital Budget Project No.:2232060. In addition, Council approved a contingency allowance in the amount of $10,000, plus applicable taxes, to be allocated from the 2022 Capital Budget Project No.:2232060.
5. Council approved the sole-source award of the 2022 Offsite Levy Update to Urban Systems Ltd., of Saskatoon, Sask., in the amount of $106,000, excluding GST, to be allocated from 2022 Capital Budget Project No.: 2213637. In addition, Council approved a contingency allowance of 10% in the amount of $10,600, excluding GST to be allocated from 2022 Capital Budget Project No.: 2213637.
6. Council directed Administration to amend the Water and Wastewater Maintenance Services Agreement dated April 1, 2019, between the City of Lloydminster and Rusway Construction Ltd., up to a maximum upset limit within the approved 2022 Operating Budget for a term ending December 31, 2022.

1. Council granted first reading to Bylaw No. 13-2022, an amendment to the Landfill Use Bylaw.
2. Council granted second, third, and final readings to Bylaw No. 10-2022, the Taxi and Vehicle for Hire Amending Bylaw.
3. Council granted first and second readings to Bylaw No. 06-2022, the Repealing Bylaw.
Council unanimously consented to consider Bylaw No. 06-2022, the Repealing Bylaw, for the third and final readings.
Council granted third and final readings to Bylaw No. 06-2022, the Repealing Bylaw.
4. Council granted second, third, and final readings to Bylaw No. 09-2022, the Joint Assessment Review Board Bylaw.
Council granted second, third and final reading to Bylaw. 08-2022, The Intermunicipal Subdivision and Development Appeal Board Bylaw.
