
Office of the City Clerk
1. Council approved the proclamation of New Lloydminster Nissan CPCA Finals Week, from August 15-21, 2022, and Lloyd Ex Fair Week, from July 10-16, 2022.
2. Council approved the appointment of Paul Richer, Todd Robinson and Elaine Kondro to the Lloydminster and District Health Advisory Committee for a term ending December 31, 2023.
Chief Financial Officer
1. Council approved executing and submitting a grant application to Infrastructure Canada – Active Transportation Fund Planning Stream for the development of a Bud Miller All Seasons Park Master Plan with the City of Lloydminster contribution estimated at $100,000 for the duration of the agreement.
2. Council approved executing and submitting a full grant application to Infrastructure Canada – Active Transportation Fund Capital Stream for Trail Expansion and Rehabilitation with the City of Lloydminster contribution estimated at $2,000,000 for the duration of the agreement (2022-2026).
3. Council approved the overall operating surplus of $2,900,163 and a capital surplus of $512,923 is to be allocated as outlined on page 28 of the Council agenda dated March 28, 2022, Additionally, that Council authorizes the City Manager and/or delegate to amend the amounts subject to audit adjustments.
4. Council approved Investment Policy No. 134-05 as amended. A summary of the changes is outlined on page 29 of the Council agenda dated March 28, 2022.
5. Council approved Finance Charge Policy No. 134-06 as amended. A summary of the changes is outlined on page 39 of the Council agenda dated March 28, 2022.
Community Development Services
1. Council approved the following recommended Saskatchewan Lotteries Community Grant Allocations and authorized the Community Services Advisory Committee to reallocate any unused or returned grant funds:
- $4,814 to the Vic Juba Community Theatre for Alex Kusturok – Métis Fiddler.
- $1,200 to Big Brothers Big Sisters Lloydminster for the Summer Mobile Mentoring.
2. Council approved Policy Number 551-02, the Recreation Access Policy, as amended on pages 48 and 49 of the Council agenda dated March 28, 2022.
3. Council approved the reallocation of $84,000.00 to the Bioclean Aquatic Centre Locker Capital Project No. 2273002 from the Recreation and Culture Capital Reserve, GL 1-700-470-35170. Additionally, Council approved the Bioclean Aquatic Centre Locker Capital Project award to Prestwick Resources Inc. from Calgary, Alta., for $264,800.00, plus a 7.5% contingency of $18,960.00 to be allocated from the 2022 Bioclean Aquatic Centre Locker Capital Project No. 2273002.
4. Council approved the Lloydminster Place Project design as Option # 1 as presented. The recommendations are available on page 58 of the Council agenda dated March 28, 2022.
Operations
1. Council approved the transfer of the 2020 outstanding stormwater utility amounts, as listed in Table 1 – 2020 Outstanding Stormwater Utility Charges (page 113 of the Council agenda dated March 28, 2022), to the 2022 tax roll of the property owner.
2. Council awarded the contract for the 2022-2024 Asphalt Patching Program to ASL Paving Ltd. of Lloydminster, Alta., for a maximum yearly cost of $500,000 plus applicable taxes or the approved budget for that calendar year.
3. Council approved the award of the 2022 Street Improvement Program – Construction Contractor to ASL Paving Ltd. of Lloydminster, Sask., in the amount of $1,821,835.41, excluding GST, to be allocated from the 2022 Capital Budget Project No.: 2213604 and 2232065 Additionally, Council approved a contingency allowance of 12% in the amount of $218,600, excluding GST, to be allocated from the 2022 Capital Budget Project No.: 2213604 and 2232065.
4. Council approved the sole source purchase of four ultraviolet disinfection reactors to be installed at the Water Treatment Plant to Trojan Technologies for $447,920, excluding GST, to be allocated from the 2022 Capital Budget Project No.: 2241107. Additionally, Council approved a contingency allowance of 15% for $67,200, excluding GST, to be allocated from 2022 Capital Budget Project No.: 2241107.
5. Council approved Policy No. 610-03, Area Structure Plan Policy.
Bylaws
1. Council granted first reading to Bylaw No. 10-2022, the Taxi and Vehicle for Hire Amending Bylaw.
2. Council granted second, third and final readings to Bylaw No. 06-2022, Annexation Related Amendments to Municipal Development Plan Bylaw 01-2013.
3. Council granted second, third and final readings to Bylaw No. 05-2022, Annexation Related Amendments to Land Use Bylaw 5-2016.
4. Council granted second, third and final readings to Bylaw No. 01-2022, the Annexation Bylaw.
5. Council granted first readings to Bylaw No. 09-2022, the Joint Assessment Review Boards Bylaw, and Bylaw. 08-2022, the Intermunicipal Subdivision and Development Appeal Board Bylaw.
6. Council granted first and second readings to Bylaw No. 07-2022, Operating Line of Credit. Additionally, Council unanimously consented to grant Bylaw No. 07-2022, Operating Line of Credit, a third and final reading.
