Office of the City Clerk
1. Council appointed Councillor Marin as the Acting Mayor for the period of May 24-29, 2023.
2. Council provided Border Paws Animal Shelter with a capital funding contribution of $300,000 in 2023 from General Government Operating Reserve 1-100-130-34110.
Chief Financial Officer
1. Council accepted the Financial Statements as of March 31, 2023, as presented.
2. Council approved replenishing the City Manager Contingency Reserve Account No. 1-100-131-36110 in the amount of $12,077.50 by reallocating unrestricted reserve funds as per the attached Schedule “A” (page 40 of the Council agenda dated Monday, May 8, 2023).
3. Council approved the revised 2023 Operating Budget with total operating revenues of $109,545,819 and total operating expenditures of $109,448,054, excluding amortization of $21,769,922 resulting in a taxation levy requirement of $42,377,534. In addition, Council approved the 2023 Capital Budget with total capital revenues of $106,488,334 to support total capital expenditures of $106,488,334.
Community Development Services
1. Council approved the appointments of Alison Greenwald and Leonel Aguinaldo for one additional three-year term and the appointment of Beatriz Bonilla Sand for a three-year term to the City of Lloydminster Library Board, ending April 30, 2026.
2. Council approved an amendment to the contract for the New Event Arena Detailed Design – Architect Services with TBD Architecture + Urban Planning in the amount of $1,970,722 excluding GST and a contingency of $28,597 excluding GST, for the additional design and Project Consultant Services of the New Event Facility Project No. 2074008,
Operations
1. Council approved Administration to commit an additional $148,200 from the Municipal Sustainability Initiative (MSI) Capital Grant to the 2023 Capital Project No. 2332007. Additionally, Council approved the award of the 2023 Asphalt Walking Trail Improvement Program – Contractor to Sveer Maintenance Ltd. of Lloydminster, Alta., in the amount of $869,998.67, excluding GST, to be allocated from the 2023 Capital Budget Project No.: 2332007 and No.: 2332008. In addition, Council approved a contingency allowance of 6% in the amount of $52,200, excluding GST, to be allocated from the 2023 Capital Budget Project No.: 2332007 and No.: 2332008.
2. Council approved Administration to commit $400,000 from the Fleet Capital Reserve (1-300-312-37111) to 2023 Capital Budget Project No. 2332059. Additionally, Council awarded the contract for the Rubber Tired Wheel Loader Purchase to Chinook Equipment of Leduc, Alta., in the amount of $318,390, excluding GST to be allocated from the 2023 Capital Budget Project No.: 2332059. In addition, Council approved a contingency allowance of 10% in the amount of $31,839, excluding GST, to be allocated from the 2023 Capital Budget Project No.: 2332059.
