City Manager’s Office
1. Wendy Plandowski, Executive Director of Startup Lloydminster, presented the 2023 update on behalf of the nonprofit organization.
2. Council affirmed and supported the appointment of Councillor Michael Diachuk to the Alberta Municipalities Economic Development Committee.
3. Council approved the Council Committee Appointments and the 2024 Deputy Mayor schedule as amended.
Office of the City Clerk
1. Council approved the 2024 Council and Committee meeting schedule.
2. Council set a byelection date for February 13, 2024, to fill the one vacancy on the City of Lloydminster Council. Additionally, Council appointed Doug Rodwell as the Returning Officer, with Marilyn Lavoie and Shannon Rowan as the Substitute Returning Officers, for the February 13, 2024, byelection. Lastly, Council authorized the Returning Officer to determine the days and hours of the advance poll.
3. Council awarded the Video Surveillance Camera contract to IOSecure Internet Operations Inc for a period of three years, plus options to extend for two one-year terms, with an estimated five-year spend of $246,222 excluding GST. The annual spending amount will be based on the approved budget for each year.
4. Council approved the list of Saskatchewan Lands in Arrears as of November 1, 2023, as outlined on pages 59-71 of the Council agenda dated Monday, November 6, 2023, and that Administration be authorized to proceed with enforcement in accordance with the Tax Enforcement Act of Saskatchewan.
5. Council authorized Administration to initiate steps to proceed to apply for title under the Saskatchewan Tax Enforcement Act for the Saskatchewan properties listed on page 64 of the Council agenda dated Monday, November 6, 2023.
Chief Financial Officer
1. Council accepted the quarterly financial report for the period ending September 30, 2023, as presented.
Community Development Services
1. Council approved the 2024 Family and Community Support Services (FCSS) grant allocation of $385,000 to the organizations outlined on page 88 of the Council agenda dated Monday, November 6, 2023.
2. Council approved the appointments of Otis Rusling and Gwen Mottram to the Public Art Advisory Committee for a two-year term ending November 8, 2025.
Operations
1. Council approved the Draft Lloydminster Airport Operation and Management Bylaw as presented.
Bylaws
1. Council granted first reading to the Election Bylaw (No. 30-2023).
The next Governance and Priorities Committee meeting is scheduled for Wednesday, November 8, 2023, at 9:30 a.m. via livestream and in person. This meeting will be a presentation of the draft 2024 capital and operating budget.
