
Public Hearings
1. A public hearing was held regarding Bylaw No. 19-2022, a bylaw to redistrict the lands located at 4409 – 49 Avenue & 4413 – 49 Avenue, legally described as Lots 1-4, Block 8, Plan B1127 from DC1–Direct Control District to C1–Central Commercial District. No members of the public were in attendance to speak in favour or oppose the proposed bylaw changes. Council later granted second, third and final readings to Bylaw No. 19-2022.
2. A public hearing was held regarding Bylaw No. 20-2022, a bylaw to close part of Lane, Block 3, Plan BX4535 in the S.E.¼ Sec.27-Twp.49-Rge.28-W3M containing 0.082ha (0.20 acres). No members of the public were in attendance to speak in favour or oppose the proposed bylaw changes. Council later granted second, third and final readings to Bylaw No. 20-2022.
City Manager’s Office
1. Council approved the City of Lloydminster entering into a land sale agreement for the lands located at NW1-50-28-W3 and Lot 1, Block 1, Plan 90B11438 (Subject Lands) of 133.99 acres for a total land price of $1,205,910 to Covenant Energy Ltd.
Office of the City Clerk
1. Council maintained the current ATCO Electric Franchise Agreement and ATCO Gas Franchise Agreement fees for 2023.
2. Council accepted the ATCO Agreement Updates to Incorporate Annexed Properties report as information.
3. Council amended the policy number for Municipal Enforcement Service Standards Policy No. 250-05, to 250-06.
4. Council approved the 2022 reserve bids as presented on the five Alberta properties that are still in arrears with their taxes and are to be offered for sale at public auction as prescribed by the Municipal Government Act (Alberta). Additionally, Council approved the City of Lloydminster Terms & Conditions for the 2022 Alberta Public Auction as outlined in Attachment B on pages 35-36 of the Council agenda dated September 19, 2022.
Community Development Services
1. Council approved the appointment of Nathani Karkanis, Ty Gordon, and Jennifer Shymanski for a two-year term ending September 30, 2024, to the Community Services Advisory Committee.
2. Council approved the Family and Community Support Services Grant Policy No. 551-04.
3. Council approved the Saskatchewan Lotteries Community Grant Policy No. 551-01.
Operations
1. Council approved Administration to commit $1,800,000 from the Stormwater Capital Reserve (Account No.:1-300-350-37116) to the 2022 Capital Budget Project No.: 2213631. Additionally, Council approved the award of the Lake K and Outlet Control Structure - Contractor to Brodsky Construction Inc. of Saskatoon, Sask., in the amount of $4,285,553.64, excluding GST, to be allocated from 2022 Capital Budget Project No.: 2213631. In addition, Council approved a contingency allowance of 3.5% in the amount of $150,000, excluding GST, to be allocated from 2022 Capital Budget Project No.: 2213631.
Bylaws
1. Council granted first reading to Bylaw No. 18-2022, Cemetery Management Bylaw, as amended.
