
Phase 2 of the Central Business District Replacement Program (downtown construction) is well underway as crews will begin transitioning to the surface works phase of the project in the coming weeks. As the project progresses, the site will appear more accessible; however, this will remain an active construction site until all improvements have been completed.
To help ensure the safety of workers, motorists and pedestrians, the City of Lloydminster reminds everyone to allow extra time for travel, obey all signage and follow proper detours. Pedestrians should take extra precautions and maintain a safe distance from construction fencing and equipment.
Motorists and pedestrians are reminded to approach construction zones with caution, stay outside of the fenced area at all times and follow all posted signage to make sure everyone goes home safely.
As a reminder, alley access remains open to all businesses in the downtown construction area, including those along 50 Street between 50 Avenue and 49 Avenue.
Happening the week of September 11-17, 2023:
- continuation of placement, shaping, and compacting of the granular base course.
- Anticipation of concrete curb and gutter placement later in the week.
Over the past few weeks, the following tasks were completed:
- All underground servicing works, i.e., water, sanitary sewer and storm sewer, including building services, have been completed, tested and accepted.
- Roadway excavation and cement-stabilized clay subgrade have been completed, inspected and accepted in preparation for the placement of the granular base course.
- Granular base course placement is ongoing in preparation for the concrete curb and gutter.
The project’s second phase begins at the conclusion of Phase 1 and is expected to be completed in early October, weather permitting.
Downtown Parking & Navigation
During construction, 24 temporary parking stalls are available at Synergy Credit Union at the corner of 49 Avenue and 49 Street. These temporary parking stalls will replace the 20 spots that will be unavailable during construction. Motorists are advised to use the dedicated parking stalls.
Detour and local traffic only signs will be placed throughout the area to show traffic and visitors how to access properties while avoiding the construction site. There will be no parking or pedestrian access permitted in the work zone until the end of the construction period. Emergency access will be maintained to all affected businesses at all times through alternate routes.
Project Scope
The program consists of replacing and upgrading underground municipal infrastructure throughout the downtown core to maintain the serviceability and longevity of the city’s underground systems. Further work includes removing and reconstructing the roadway surface, sidewalks, benches and other public amenities to bring the DARP's vision to life.
During construction, access to properties along 50 Street will be restricted, and portions of existing sidewalks will be left In place to permit access to business front doors. Back alleys will remain open at all times for business owners, employees and customers.
Work will take place between 6 a.m. and 10 p.m. Monday through Saturday and between 7 a.m. and 8 p.m. on Sundays.
