1. During the Special Council Meeting held on July 3, 2019, Council approved proceeding with the procurement and delivery of the Mechanical Wastewater Treatment Facility project utilizing the Integrated Project Delivery (IPD) procurement process.
Council directed Administration to proceed with a competitive process in selecting the general contractor through the Qualifications-Based Selection (QBS) procurement method for the design and construction of the Mechanical Wastewater Treatment Facility.
Council approved a maximum project cost of $81,500,000 for the construction of the Mechanical Wastewater Treatment Facility.
As per the announcement on June 27, 2019, funding for the construction of the wastewater treatment plant is:
- $6,000,000 – Canada/Alberta – Provincial Territorial Infrastructure Component-Small Communities Fund
- $24,200,000 – Canada/Saskatchewan – Provincial Territorial Infrastructure Component-National and Regional Projects
- $9,700,000 – Alberta Municipal Water/Wastewater Partnership
- $9,078,915 – Canada/Alberta – Investing in Canada Infrastructure Program
- $32,521,085 – City of Lloydminster - borrowing
- $81,500,000 – Total
In the 2019 budget, $9,000,000 has been allocated for the project. Yearly budgets will be established and aligned with projected project progression.
