A valid business licence is required to operate a business in the City of Lloydminster.
The City defines business as:
- a commercial, merchandising or industrial activity or undertaking;
- a profession, trade, occupation, craft or employment; or
- an activity providing goods and services whether or not for profit and
however organized or formed, including a cooperative and association
of persons.
Exceptions are noted in Section 4.7 of the Business Licence Bylaw 26-2023.
Payment Options
Payment options include:

Online Banking
Business Licence invoices can be paid through participating online banking as an Account Receivable. Your Business Licence Number is to be used as your Account Number. Please note, payment is currently not available via CIBC or BMO. -
Virtual City Hall (VCH)
Payments can be made online through Virtual City Hall – a self- service tool for customers to view, print and pay bills online. If a customer has no existing VCH Account, log-in information will be emailed directly once the Business Licence Application has been submitted. -
In Person
In-person payments by cash, cheque, or debit card are accepted at City Hall between 8:30 a.m. to 5 p.m., Monday to Friday, excluding holidays. -
By Phone
Payments can be made via Visa or MasterCard at 780-875-6184 ext. 2129. Please have your business licence number handy. -
After Hours
For after-hour payments, a mail slot is available for cheque drop off at the west entrance of City Hall as per schedule below:
- Monday – Friday 7 a.m. to 6 p.m.
- Saturday – Sunday 8 a.m. to 6 p.m.
Invoice Penalties
The finance charge will be applied to an invoice in excess of 30 days from the invoice date and every month thereafter until the outstanding invoice is paid. All outstanding accounts receivable where finance charges are applicable shall receive a finance charge of 1.5% in accordance with the Finance Charge Policy 134-06.
Business Licence Renewals
Business Licence renewal invoices are mailed/emailed in early December of each year. Payments must be completed no later than January 31. Licences are valid from January 1 of a given year until December 31 of the same calendar year, unless a reduced term (six-months) Business Licence was acquired. In which would be valid from the date issued for six months or shall expire on December 31 of the same calendar year, whichever comes first.
