City seeks public feedback on proposed Traffic Bylaw updates
Lloydminster, AB/SK – The City of Lloydminster is inviting residents to provide feedback on the proposed updates to the Traffic Bylaw, including changes to residential speed limits, parking regulations, off-road vehicle regulations, e-bikes and e-scooters, and traffic noise penalties.
Public engagement is open until September 14, 2026, with residents encouraged to review the proposed changes and share their feedback through an online survey at YourVoiceLloyd.ca/TrafficBylaw.
The Traffic Bylaw establishes regulations for how vehicles, pedestrians, and other road users share municipal roadways. Subject to traffic safety legislation in Alberta and Saskatchewan, the bylaw regulates areas including parking, speed limits, road closures, traffic control and other activities on public roadways.
As part of the current review, the City is proposing several updates to better align the bylaw with current legislation, industry best practices and community needs.
Proposed Traffic Bylaw updates
Residential speed limits
The City is proposing to reduce the default speed limit on residential neighbourhood streets from 50 km/h to 40 km/h. Many arterial and collector roads are planned to remain at 50 km/h. Lower vehicle speeds can reduce the likelihood and severity of collisions and incidents, helping create safer neighbourhoods for pedestrians, cyclists, and motorists.
Parking regulations
Several parking regulations are proposed to improve consistency, maintain emergency access and support municipal operations. Updates include:
- standardizing parking regulations within cul-de-sacs;
- updating seasonal parking restrictions to support snow removal, street sweeping and other roadway maintenance; and
- clarifying parking regulations for recreational vehicles.
E-bikes and e-scooters
With e-mobility devices including, e-bikes and e-scooters, becoming increasingly more common, proposed updates would establish regulations for their use within the community. The changes are intended to clarify where these devices may be operated and promote safe, consistent use for riders, pedestrians and motorists.
Traffic noise penalties
Proposed amendments include updates to penalties and parameters related to excessive or unnecessary vehicle noise. The changes are intended to encourage responsible vehicle operation while supporting community well-being and neighbourhood livability.

Paper surveys are available at City Hall and the Operations Centre. Residents can also speak with City staff and learn more about the proposed updates during Wheels at Work on August 18 from 4 to 7 p.m. at Bud Miller All Seasons Park.
Feedback gathered through the engagement will help inform the Traffic Bylaw review before proposed amendments are brought forward for Council’s consideration.
