Council approves recycling rebate ahead of expanded recycling program

Lloydminster, AB/SK – Lloydminster City Council has approved a temporary monthly rebate for affected utility account customers as the City prepares to transition residential recycling services to Alberta’s Extended Producer Responsibility (EPR) program on October 1, 2026.

A $3.82 monthly rebate will be applied to affected utility accounts from October 1 through December 31, 2026, reflecting the removal of residential recycling costs from the City’s curbside collection fee.

Under EPR, producers become financially responsible for the collection and recycling of the packaging and paper products they supply. Circular Materials will assume responsibility for residential recycling services in Lloydminster beginning October 1. Integrity Waste Solutions will provide collection services on behalf of Circular Materials.

The temporary rebate will account for the change in recycling costs for the remainder of 2026. Beginning January 1, 2027, the City’s Fees and Charges Bylaw will reflect the corresponding reduction to the curbside collection fee.

The rebate applies only to residential properties that currently receive and are charged for curbside collection services through their City utility account. While multi-family properties are eligible to receive recycling services through EPR, they are not eligible for the rebate because curbside collection fees are not charged to their individual utility accounts. Commercial properties are not included in the EPR program and are not eligible for the rebate.

Multi-family property owners and managers interested in receiving recycling services through EPR must register with Circular Materials. More information about the program, including eligibility and registration, is available through the Circular Materials website.

Residents will continue to receive recycling collection on their existing schedule and can continue to put out multiple blue bags for collection. A broader range of materials will also be accepted beginning October 1. Garbage and organics collection will remain the responsibility of the City and will continue as usual.

Until October 1st, residents should continue following the City’s current recycling guidelines.
