Council passes 2026 mill rate

Lloydminster, AB/SK – Lloydminster City Council approved the 2026 Mill Rate Bylaw during the May 25, 2026, Regular Council Meeting.

The municipal mill rate has been approved with a 1.22 per cent decrease from the 2025 rate. While Council approved a 4.08 per cent increase during the November 24, 2025, Regular Council Meeting, higher than anticipated property assessment values has resulted in a lower municipal mill rate for both residential and non-residential properties.

Growth in Lloydminster's assessment values helped offset the need for a higher mill rate, allowing the City to continue funding municipal programs, services, and infrastructure while reducing the municipal mill rate from 2025 levels.

The 2026 municipal tax levy will collect approximately $53.7 million to support public services and operations. This levy is being applied across a total taxable assessment of $5.51 billion, an increase from $5.05 billion in 2025.

Among 12 comparable Alberta municipalities, Lloydminster remains in the middle range for residential and non-residential property tax rates and continues to have the second-lowest residential property tax rate among comparable Saskatchewan municipalities.

* The Seamless Education levy is a unique levy to Lloydminster that enables schools on both sides of the border to offer the same curriculum (e.g., driver training). The levy is set through an agreement between Council and the school boards, and the money received is remitted directly to the school divisions.

** The Alberta and Saskatchewan governments require the City of Lloydminster to collect the education levy on their behalf based on Lloydminster’s assessment value. The mill rate is set by the provinces, and the money received is then provided to the local catholic and public school divisions.

2026 Property Taxes and Payment Options

Property owners can opt-in to receive their assessment and taxation notices electronically. This paperless option provides convenient access to assessment and taxation documents by email while reducing printed materials and mailing requirements. Residents who choose paperless delivery will continue to receive important assessment and tax information electronically.

Payments can be made at: 

  • City Hall (cash, debit or cheque), 
  • a financial institution, or 
  • through online banking.

Once 2026 property taxes have been paid, property owners can register for pre-authorized debit payments to begin planning ahead for their 2027 property taxes.

2026 tax notices are scheduled to be printed and mailed or sent electronically on Friday, June 5, 2026, and are due upon mailing. Under the Penalty Bylaw, the last payment date before penalties is extended to the next business day, Monday July 27, 2026, where it falls on a weekend or holiday.

Background

Council is required to pass a property tax bylaw annually under sections 302 and 319 of The Lloydminster Charter to set mill rates. These rates are calculated based on the required revenues determined during the budget process, the requisitions from the school divisions and the new assessment roll received from the City Assessor.

Approval of the bylaw is required to begin the levy process and ensure 2026 tax notices are delivered to property owners in a timely manner.
