Lloydminster to transition to Extended Producer Responsibility recycling program in October
Lloydminster, AB/SK – The City of Lloydminster is preparing to transition residential recycling services to Alberta's Extended Producer Responsibility (EPR) program beginning October 1, 2026.
Under the EPR program, producers become financially responsible for collecting, processing, and recycling the packaging and paper products they supply. Like other municipalities across Alberta, Lloydminster is required to transition residential recycling services to the provincial framework.
Beginning October 1, 2026, Circular Materials will assume responsibility for residential recycling services in Lloydminster and will become the primary contact for recycling service requests, questions, and concerns. Garbage and organics collection will remain the responsibility of the City of Lloydminster and will continue to operate as usual.
Recycling collection schedules will remain the same, and residents will continue to be able to put out multiple blue bags for collection. Residents will also be able to recycle a broader range of materials through the program, helping divert more waste from the landfill. Additional information about new accepted materials will be shared closer to implementation. Until then, residents should continue following the City's current recycling guidelines.
"Extended Producer Responsibility represents a significant change in how residential recycling is delivered in Lloydminster and across Alberta," said Mayor Gerald Aalbers. "Residents can expect the same convenient recycling service they rely on today, while benefiting from a program funded by producers rather than municipalities."
Residents will no longer be responsible for the cost of residential recycling services under the EPR program. A corresponding adjustment to the curbside collection fee will be reflected in the City's 2027 Fees and Charges Bylaw.
Until the 2027 fee adjustment takes effect, Administration will bring forward a recommendation for Council's consideration at a future Regular Council Meeting to provide a temporary rebate on affected utility accounts from the implementation date through December 31, 2026.
Council directed Administration to participate in Alberta's EPR program under the opt-out participation model at the September 8, 2025 Regular Council Meeting.
Residents can expect to begin receiving information from Circular Materials in the coming weeks. Additional program information, including a dedicated Lloydminster page, will be available on the Circular Materials website beginning July 1, 2026.
