Notice of Public Referral: Amendments to Land Use Bylaw 05-2025
Lloydminster, AB/SK – The City of Lloydminster is seeking feedback on proposed amendments to Land Use Bylaw 05-2025. Feedback will be accepted until Thursday, September 24 at 5 p.m.
Intent
To amend Land Use Bylaw 05-2025 to improve clarity and consistency while reducing red tape where reasonable.
Background
On June 9, 2025, the City of Lloydminster (City) adopted Land Use Bylaw 05-2025, at which time Planning Services committed to initiating an administrative review to evaluate the bylaw's performance and identify administrative, technical, or housekeeping matters requiring clarification once the bylaw had been in effect for six months.
Since that time, Planning Services has been gaining feedback from bylaw users. The proposed amendments are not intended to introduce substantive policy changes or alter the intended Land Use Districts; rather, the intent is to focus on ensuring clarity, efficient administration, and consistency with current planning practices and legislation while continuing to reduce red tape where possible.
Proposed changes include:
- Correction of grammar, spelling, and formatting;
- Clarification of key terminology, policies, and administrative processes;
- Resolution of differing policies to support fair and consistent decision making;
- Introduction of additional land use categories to reflect current development trends;
- Added flexibility in development regulations to reduce red tape;
- Adjusted mapping for clarification; and
- Alignment of policies with legislative requirements and best practices.

Planning Services is currently in the process of obtaining feedback from internal departments, external agencies, and landowners.
Following the legislated review period, Planning Services will present a recommendation to Council for consideration. If approved by Council, the proposed amendments will come into effect, and Land Use Bylaw 05-2025 will be consolidated to incorporate the approved amendments following the second, third, and final reading of the bylaw.

Council meeting
