City launches HAPPY Plan to guide future housing growth in Lloydminster
Lloydminster, AB/SK – The City of Lloydminster is launching the HAPPY Plan, a community-focused initiative that will guide where accessible homes should be built, what types of housing are needed, and how partners can work together to move projects forward.
The HAPPY Plan builds on the City’s 2024 Housing Needs Assessment and Strategy, which identified the need for coordinated action across the full housing continuum, including family shelter, transitional housing, permanent supportive housing, and affordable housing. Following the study, the City established a Housing Working Group under the Social Policy Framework, bringing together local service providers, non-profits, and community partners to advance recommendations and strengthen collaboration.
Throughout the scope of the project, the contracted organization, V3 Companies of Canada, the Housing Working Group, and the City will identify partnership and funding opportunities, explore potential building sites, engage with neighbouring communities and stakeholders, and develop a coordinated plan for future community housing. The plan is intended to translate high-level recommendations into practical, achievable projects as capacity and funding become available.

The HAPPY Plan Phase 1 Survey provides an opportunity for residents to share perspectives on housing needs and priorities. Public consultation closes Monday, March 9, 2026 and is currently open. Paper copies of the survey are available at City Hall (4420 50 Ave), and residents can visit yourvoicelloyd.ca/HappyPlan to share their voice online.
