PUBLIC REFERRAL

Bylaws, amendments and other applications submitted to the City for review may affect landowners in certain parts of Lloydminster, or throughout the city. The City is required to notify adjacent landowners of these bylaws and applications through a referral, typically in the form of a letter mailed via Canada Post. If a bylaw or other application affects a property that is within 200 meters of most or all landowners in Lloydminster, the application will be advertised in a newspaper or on the City’s website. This is called a public referral.

Applications are open for comment for twenty-one (21) days after the notice is sent or posted.

There are currently no Public Referrals.

Anyone wishing to comment at a hearing, either verbally or in writing, may do so with or without notifying the City in advance. Presentation may be in support or opposition of the presented Bylaw. If you wish to provide comment, please contact the Legislative Services team at the address below by 2 p.m. seven (7) days prior to the Council meeting so that your submission can be added to the meeting agenda.

Public hearings are recorded and available to the public. As such, all submissions to a public hearing will become part of the permanent public record.

Should you have not registered in advance with the City Clerk, you are still able to participate in the Public Hearing.

  1. Stay relevant to the Bylaw being considered by Council.
  2. Be clear, concise and structured.
  3. Connect to Municipal Policy.
  4. Be respectful.
  5. Understand that you may not get immediate feedback.
    1. Council will not debate matters during the Public Hearing.
  6. Written and oral submissions are equally considered.

Generally, the Chair of the meeting will allocate 5 minutes for the speaker to make their presentation. Please consider this while preparing your presentations and be sure to prepare a written package to submit should your presentation exceed the allotted time.

How do I find out about upcoming public hearings?

Public hearings will be advertised in a newspaper and/or on the City’s website for two consecutive weeks prior to the Council meeting at which they are scheduled. Per the Municipal Government Act, the final advertisement must be placed at least 5 days prior to the hearing.

Currently, the City of Lloydminster places advertisements in local newspapers being circulated publicly within the community. A list of upcoming hearings can also be found below.
