Virtual City Hall

Virtual City Hall is the City's self-made tool for customers to view, print and pay bills online. The platform provides you with 24/7 access to utility account history and current consumption charges.

When paying through online banking, please do not include the decimal when entering your account number.
Please allow up to 3 business days for payments to be processed.

Sign up for a Pre-Authorized Payment plan, and your utility bill payments will be automatically withdrawn from your bank account each month. You will continue to receive your bill for your records. All withdrawals are processed on the last business day of the month.
Sign up for pre-authorized payments by submitting a completed agreement form online or by mailing the completed form along with a void cheque to Lloydminster City Hall (Attention: Utility Billing & Payments, 4420-50 Avenue, Lloydminster, AB, T9V 0W2).
Cancellation: Fill the cancellation form to cancel the Pre-authorized payments

Payments can be made using credit cards.
Call 780-875-6184, Ext 2129, Monday to Friday (excluding holidays), 8:30 a.m. to 5 p.m.

Payments can be made at City Hall, Monday to Friday (excluding holidays), 8:30 a.m. to 5 p.m., using cash/cheque, debit, or credit.
For afterhours payments, a mail slot is available for cheque drop off at the west entrance of City Hall on Monday to Friday from 8 a.m. to 9 p.m. and Saturday to Sunday from 8 a.m. to 6 p.m.

Cheques can be mailed to City Hall

Pay through your Virtual City Hall account using your credit card.

Overdue Accounts

Utility bills are due upon receipt.
Accounts not paid on or before the 25^th of the month will be subject to penalties, charged at 1.5% of the overdue amount.
If you are having trouble paying your bill, contact Utility Billing & Payments to discuss payment arrangements.
Customers with overdue accounts are subject to collection activity. This can include:
- Disconnection of service
- Transferring outstanding balance to property taxes
- Placing the account with an external collection agency
